Report: Police officer fatally shot in eastern Tennessee


Authorities say a police officer has died in a shooting in eastern Tennessee.

The Knoxville News Sentinel reports the Maryville officer was assigned to a drug task force, but Blount County Sheriff's Office spokeswoman Marian O'Briant didn't know whether he was working on a drug investigation when he was shot Thursday afternoon.

Suspect identified in fatal shooting of Maryville police officer

 A Maryville police officer was killed Thursday after he was shot while answering a domestic violence call — the second such call at that address of the day, police said.


The shooter surrendered to police at the scene, Maryville Police Chief Tony Crisp said.


The officer was pronounced dead at the University of Tennessee Medical Center in Knoxville. Crisp didn't give the name of the officer, a father of three. He said some of the officer's family members were out of town and couldn't be reached.


The suspect was identified as Brian Keith Stalans, 44, and was taken into custody, according to a news release from the Maryville Police Department. He is currently being held for investigation pending charges that will possibly be placed Friday.


The chief asked for prayers as he spoke at a news conference outside the emergency room just before dusk.

Officers had been called to the home earlier in the day but left without making an arrest, the chief said. He didn't say why no arrest was made.


The Maryville officer and a Blount County Sheriff's Office deputy, both members of the 5th Judicial District Drug Task Force, responded to the second call, which "involved a gun," Blount County Sheriff James Berrong said. He didn't give the deputy's name.


Another unit had been dispatched, but the narcotics team was in the area and responded to the call, authorities said.


"When they exited the vehicle, the perpetrator had exited the house armed with a firearm and began shooting," Crisp said.


The Maryville officer was hit, and the deputy returned fire. He did not hit the man, who gave himself up after shooting the officer, the chief said.


"The suspect (then) complied with the commands of the officer," Crisp said.

Maryville police officer shot, killed; suspect in custody

A Maryville police officer was shot and killed Thursday afternoon near Alcoa. The suspect, Brian Keith Stalans, 44, was taken into custody and is being held for investigation. Charges are expected to be filed Friday.

When the officers arrived, they parked around 70 yards behind the house and were able to take the victim of the domestic disturbance, Stalans’s father, to a safe area. They then got behind their vehicle, waiting on help to arrive while watching the house. As they were taking cover, officials say Stalans opened fire from the garage, hitting the Maryville officer in the neck.

He was rushed to UT Medical Center where he was later pronounced dead.

Both Blount County deputies are on leave with pay, per standard procedure. None of the officers involved have been identified.

Maryville police officer killed in shooting identified

 A Maryville police officer shot and killed while answering a domestic violence call was identified Friday as Kenny Moats.


Moats, 32, was killed by a single gunshot wound to the neck just above his ballistics vest, according to the Maryville Police Department.


Moats, the father of three children, had been with the MPD since 2007 and was a graduate of Maryville High School. He also graduated from the Walters State Police Academy in 2005.


The alleged shooter, identified as Brian Keith Stalans, 44, was taken into custody and is being held for investigation pending charges that will likely be placed on him Friday, according to the Blount Count Sheriff's Office.


Moats was pronounced dead Thursday at the University of Tennessee Medical Center in Knoxville, Maryville Police Chief Tony Crisp said.

I can't find anything about Brian Keith Stalans, other than he possibly served in the United States Air Force.

I have tried to find out what happened at the residence and why he wasn't arrested the first time?

Will continue to dig!

Residents, agencies show support for Maryville Police after officer killed


Residents, officials and public safety agencies from across East Tennessee are showing support for the Maryville Police Department after an officer was shot and killed Thursday.


Instead of an event being held 5-7 p.m. Friday at East Maryville Baptist Church, participants are being asked to take part in an 8 p.m. Friday candlelight service at the Blount County Courthouse.


Moats was responding to a domestic violence situation on Alcoa Trail about 4 p.m. when he was shot by a suspect, according to Maryville Police Chief Tony Crisp.


“We would ask our citizens to remember this officer’s family," Crisp said while addressing media outside the University of Tennessee Medical Center, where the officer was taken. "He has three small children. It’s a very trying time for his family. It’s a trying time for the men and women of the Maryville Police Department. It’s a trying time for this community.”


The suspect is in custody.

Wife, daughter filed order of protection against suspect in Maryville officer killing

Brian Keith Stalans, 44, was taken into custody and is being held for investigation, according to the Blount County Sheriff’s Office. Blount County Sheriff James L. Berrong said Stalans was flagged as dangerous by the National Crime Information Center database.


Brian Stalans and his wife have three daughters and have been married for 17 years. An order of protection was filed by Stalans’ wife in July 2013 and it was extended in 2014 and on September 30, 2015. His wife says she filed the order of protection after messages he sent her on July 7, 2013, threatening to end her life and his own during his time at a VA hospital’s mental institution.


“I had an abusive marriage that has resulted in two hospital stays for him in the mental hospital after he hit me,” writes Stalans’ wife in a motion to modify the order of protection. “Brian has had a history of psychological issues and has many guns and swords. I am concerned for my daughters, my life and his life.”


After receiving text message threats, Stalans’ wife said she called law enforcement to see if he could receive psychological help in a facility. The Sullivan County Clerk’s Office says after filing the petition, his wife and daughters moved to an undisclosed location for their safety. The wife stated in the petition that Brian Stalans had a concealed carry permit at the time and had many weapons.


The wife’s order of protection was extended in 2014. She claimed that she and one of her children were diagnosed with post-traumatic stress disorder from the abuse. Also, the petition states Brian Stalans claimed the threat was made out of stress from their divorce.

^bbm & sbm. Re ^ protection order & concealed carry permit, agreeing, seems...well... unexpected, that he would have a carry permit.

So no TN law 'screens out' a buyer pre-purchase. That could be done thru the fed. law re pre-purchase background check.
And back to TN law.

At the time the time permit was issued (assuming it was issued), he may have been eligible and pemit has not yet expired, Or may have expired. IDK.

Also IIUC, a ''mental hospital' admission or stay' does not disqualify a person from getting permit; a court declares a person not qualified or "adjudicated as a mental defective or judicially committed to a mental institution pursuant to title 33..." *
On that ^ basis, the TN Dept of Safety could deny/refuse to issue a carry permit, after a court ruling.
Depending on when he bought/acquired guns, he may or may not have lawfully gotten a carry permit. They are valid for 5 years.

Man pleads guilty to killing officer in Tennessee
A man charged with killing a police officer in Tennessee has pleaded guilty and been sentenced to life in prison without parole plus 56 years.

News outlets report Brian Keith Stalans entered the plea to premeditated murder and other charges Monday. He is charged with fatally shooting 32-year-old Maryville Police Officer Kenny Moats in August.
