    CA - Susan Keegan, 55, Ukiah, 11 Nov 2010

    On the morning of 11 November 2010, Ukiah CA police answered a call by Doctor Peter Keegan. When they responded, he informed them that at 7 AM he had found his wife Susan dead from a fall in her bathroom at their home on Whitmore Ln. Her head was severely gashed. On her nightstand were what has been described as a “neatly arrayed tableau of...Vicodin, a couple of marijuana roaches and a glass of whiskey....” The assumption being accepted that she had fallen while intoxicated, her death was deemed accidental by the police.The Keegans' house was not treated as a crime scene.

    Upon hearing the judgment that the death was accidental, there was a storm of protest from Susan's relatives and friends. They pointed out that they had never known Susan to be intemperate, even if she did drink socially and smoke marijuana occasionally. She was also not known to abuse prescription meds. In fact, she had been visiting friends in Santa Rosa CA the evening of 10 November. The friends claimed she had a single glass of wine with dinner at 5:30 PM. After some hours of budget planning for her projected post-divorce move to Santa Rosa, a sober Susan Keegan departed for her hour's drive back to Ukiah at 9 PM.

    With information such as this being reported to the authorities, it became apparent that the only person calling Susan impaired was Doctor Peter Keegan. However, forensic laboratory results were incomplete, so there was no physical evidence on her level of intoxication.

    On 13 November, Doctor Peter Keegan had Susan's remains cremated. By then, more cause for suspicion had surfaced. It seems that in early October 2010, in a counseling session, Dr. Keegan realized that California is a community property state. He wanted to divorce Susan after 32 years of marriage, but he was outraged that she would receive half their goods. From then on, he began insinuations to mutual friends that Susan was unstable and impaired by substance abuse. He also became so verbally abusive toward her that Susan had three offers of refuge from friends. Instead of moving out, she moved into one wing of the family home, leaving the other wing to Doctor Keegan. Even though she was resigned to the impending divorce, she still worried about her husband's welfare. She also continued her whirlwind of work, social, cultural,and civic life unabated during those weeks before her death.

    Her memorial service was held on 21 November 2010. Doctor Keegan sat separately from his grown sons and showed no signs of grief. He had also hired the premier criminal defense lawyer in town.

    On 14 June 2011, a search party with a warrant combed through the Keegan residence. Reinforcing the Sheriff's deputies and the District Attorney's investigators were State police and a forensics specialist.

    In August 2012, 21 months after it happened, Susan Keegan's death was reclassified as a homicide. Results of her toxicological report were being held confidential while the investigation was ongoing, but it is known that she had choked on her own vomit after suffering head trauma. The latter consisted of two wounds to her head supposedly suffered in her fall. A contributing factor to her death was also said to be alcohol and Vicodin toxicity.

    In January 2013, the Keegan home was again searched.

    On 23 July 2013, relatives and friends of Susan launched a website, www.Justice4Susan.com. Begun on her 58th birthday, it is an internet tool of Susan's family and friends as they continue to pressure the Sheriff's Office and the District Attorney's office to prosecute Doctor Peter Keegan.

    The District Attorney has declined to prosecute because he considers he has insufficient evidence for conviction. Susan's cousin, along with others, have been pressuring the DA to present the case to the county Grand Jury for consideration of a true bill.

    Background

    Although Dr. Peter Keegan was married to Susan for 32 years, it was not always a contented marriage. At about 2000, they hit a rough patch in their relationship, according to his wife Susan, but mended matters. In 2009, the doctor survived a heart attack; the experience seemed to sour his personality. Then, in 2010, Dr. Peter Keegan plumped for a divorce from Susan. In an early October meeting, he was outraged to learn that Susan was entitled to half their marital estate. He then began telling others in their social circle that his wife was an emotionally unstable boozer and drug abuser. He was also disgusted that she had terminated his sexual access to her.

    At about the same date, Dr. Keegan ran into work difficulties. He misprescribed a potentially lethal drug to a patient. As a result, he was suspended from his job at the Round Valley Indian Health Clinic in Covelo CA.

    The homicide

    By now, the Keegans were separated and living in opposite wings of the family home pending their divorce.They were the only people in the house. The locally prominent doctor reportedly found wife Susan Ettinger Keegan dead from a fall in her bathroom at 7 AM on 11 November 2010. He told responding officers that Susan was a substance abuser fond of Irish Whisky and Vicodin.The death was deemed accidental, and the crime scene not preserved.

    Her body was released to him as next of kin. He cremated her on 13 November 2010. Meanwhile, Susan's numerous friends and sizable family erupted in outrage. They knew Susan as a social drinker and occasional marijuana smoker; they branded claims of addiction false. The two friends who spent the evening of the 10th with Susan claimed she was sober when she left their residence.

    At Susan's memorial service on 21November 2010, Dr. Keegan sat apart from the Keegan adult sons. Observers remarked that Dr. Keegan showed no signs of grief.

    The aftermath

    Meanwhile, the widower hired Mendocino County's premier defense lawyer, K. F. Within a few days of Susan's death, Dr. Keegan created a Facebook page stating he was “interested in women”. He soon had a personal trainer at the local health club, began bicycling and dancing, and told a friend his life was much improved.

    Dr. Keegan was uncooperative when he met with a Mendocino County Sheriff's Office detective to review the coroner's report on Susan. It seems that Susan had somehow suffered two gashes on her head in a single fall.

    On 14 June 2011, the Keegan home was searched by LE; a forensic specialist was included in the multi-agency team.

    In August 2012, Susan Keegan's death was officially dubbed a homicide.

    January 2013 saw a second search of the Keegan home.

    On 23 July 2013, www.Justice4Susan.com was launched to keep interest alive concerning Susan's death. Thusfar, the District Attorney has declined to prosecute because he considers he has insufficient evidence for conviction. TheJustice4Susan Committee has been pressuring the DA to present the case to the county Grand Jury for indictment and subsequent trial.

    Don't know how I missed this before

    I found another article concerning the pending divorce (link below). It seems that during a divorce mediation session on 9 November 2010, Dr. Keegan "went ballistic" at the idea of sharing the family wealth with Susan. Within two days, she was dead.

    The attorney who was mediating cites confidentiality and refuses to discuss the meeting. Public pressure is being brought on the County District Attorney to subpoena the lawyer and obtain information about the meet. The article also discusses legal precedents for the subpoena.

    More pressure on the DA

    The Justice4Susan.org committee has posted an open letter to the District Attorney for the 6th anniversary of Susan Keegan's death. The letter contains a chronology of LE action in the case, including the service of a search warrant on the shrink who witnessed Doctor Peter Keegan's temper tantrum over the impending divorce. The temper of the letter may be expressed in a single quote: "How can you allow a homicide to go unpunished?"

    The case slogs on

    The editor of the Anderson Valley Advertiser has taken on the Keegan case as his personal crusade. I garnered some 35 clips on the case from their files, even while ignoring the obvious duplications or repetitions. The following clips are referenced as background to Doctor Peter Keegan's behavior.

    Susan Keegan did not report being abused to LE, so there is no record of physical abuse. However, she was subjected to emotional and psychological abuse by Doctor Keegan. She confided these problems to her friends, even if she did not make an official report. She excused his behavior, saying he had recovered previously from a similar spell of meanness. Details here:

    As the couple mediated the division of assets as required by California's community property law, Doctor Keegan leaped up and down in mediator NR's office yelling, “It's mine, it's mine, it's mine.” He also admitted to Susan he was going to go on state disability at a reduced income, to reduce his liability. He also said he wouldn't pay alimony.

    Doctor Peter Keegan's behavior after Susan's death also evoked notice. He showed no surprise, grief, or shock over her death. He not only had her quickly cremated, he was casual and dismissive about disposing of her remains. The most egregious example came when he hung a plastic bag of Susan's cremains on her friend's doorknob, then just walked off. He pried into Susan's privacy even after her death, reading her diaries, selectively quoting from them to blacken her reputation, then destroying them. Within three months after Susan's death, the good doctor was celebrating his happy new bachelor lifestyle.

    For the past two years,Justice4Susan.com has called for the District Attorney to submit Susan Keegan's case to the County Grand Jury. California law allows grand juries to indict, as an alternative to the DA doing so.

    This past February, lawyer/mediator NR's office was searched to enforce a subpoena requesting the Keegan records from him. The search was performed under the purview of a“neutral” attorney brought in to insure only Keegan records were removed from NR's office. A secretive closed court hearing excluding the DA then took place to allow NR to object to the seizure of his files. The judge in the case has retained the confiscated files in his chambers. At question seems to be NR's exact role in the divorce proceedings; was he only a mediator, or was he also Doctor Keegan's attorney, complete with attorney/client privileges?

    And there is one more happening that may affect the case. Hotshot defense lawyer KF, whom Doctor Keegan hurriedly hired in the days after Susan's death, looks as though he won a judgeship in this most recent election. Will Judge KF still retain the Keegan case as a private attorney? Doubtful.
