    CA - Police officer shot in head, suspect caught after chase and shoot-out

    Around 8:15 p.m officers responded to Lakeshore Shopping Center in regards to a subject threatening people and causing a disturbance.
    When officers arrived, they found the suspect on Everglade Drive and approached him. The suspect then fired multiple shots with one striking an officer in the head.
    The suspect then left into Stern Grove.

    What is wrong with this picture?

    Months ago, they would not have approached the suspect. They would have shouted out commands and SHOT HIM if he refused to comply. But not anymore. Now society demands that the cops put the suspects lives as the highest priority. So the cop ends up with a bullet to the head.

    More about the incident and Officer Kevin Downs. He sounds like a fine young man. Wishing him a full recovery. I'm sorry the other man died. It sounds like yet another mental health issue. JMO

A security guard pointed the officers toward him on Everglade Drive, and the man immediately turned and fired multiple shots, hitting Downs in the head, Chaplin said. The officers did not know beforehand that he was armed. The gunman then fled across Sloat Boulevard toward Stern Grove, according to a police statement."

    Maybe I watched too much "Cops" growing up, but Law Enforcement would always approach "suspects." Sometimes with their guns out and sometimes not. I never seen them just automatically start shooting people even when they were fleeing. They'd chase them. Maybe it was all just for show?

    Unfortunately, a lot of the time... certain suspects seem to get a "benefit of the doubt" card from Law Enforcement which is what I believe led them to approach the suspect the way they did. I doubt even a few months ago they would have approached this situation differently. It's always been this way for suspects like him.

    From reading the news articles the officers not know a weapon was involved. Reports are that he was threatening people, but it doesn't say what the threats are.

    I pray for a full recovery of this officer. At such a young age he has not only served his community, but has helped returning VETs to find jobs.

    Because you can't just roll up on someone and open fire. That's neverrrrrrr been acceptable, and it has never been protocol to shoot someone for not complying.

    “The man who allegedly shot a San Francisco Police Department officer Friday has been identified this morning, a day after he succumbed to injuries sustained as police attempted to subdue him following the attack.

    According to the San Francisco Medical Examiner's Office 26-year-old Nicholas McWherter, a resident of Pacifica, was the man who allegedly shot an SFPD officer identified by multiple news outlets as 25-year-old Kevin Downs at around 8:15 Friday evening.”

    “A spokesperson with the SFPD says that this remains an open and active investigation, with police now focusing on McWherter's background. According to police, before he died his family was "able to visit with him" and was "briefed on the investigation.”

    Chaplin says that police made every effort to safely detain McWherter, but were ultimately unsucessful.

    “This is 21st century policing at its best,” Chaplin told media. “They did everything they could to make sure sure that at least the subject had a fighting chance.”

    According to an SFPD spokesperson, a town hall meeting will be held this week — perhaps as soon as Thursday — to give residents information about the shooting, and that "more details will be made available as the investigation unfolds."”

    SAN FRANCISCO (KGO) -- “Officials say a man accused of shooting a San Francisco officer near Lakeshore Plaza died over the weekend and may have had mental issues.”

    “Police sources told ABC7 News McWherter had a P.O. Box at a post office in Pacifica, but he had been living they said in a white Ford van parked on the 1500 block of 17th Avenue.

    "I noticed a white van parked outside of my house and it was there for several days. That was basically the only thing I noticed until Saturday night when I saw lights from a police car outside," neighbor Jeremy Bornstein said.

    Police towed the van that night. Neighbor Abraham Drucker just found out the suspected shooter was living there. "It's a little bit terrifying, but at the same time you can't be scared of everything," he said.

    “Sources said McWherter was apparently struggling with mental health issues the last couple of months.

    Those same sources say his parents tried unsuccessfully to help him.”

    “His heart was strong and pure, his faith was his rock and his light, even in his troubled times,” read the brief statement from the McWherter family. “Mental illness is unimaginable to those with sound minds, but it is real and the problem is begging for our support. Nicholas fought a long, hard, and brave battle to defeat his disease but lost his way last week.”

    SAN FRANCISCO (KTVU) - “Less than a week after a deadly officer-involved shooting at Stern Grove Park in San Francisco, police held a town-hall meeting to talk to concerned citizens about what happened.”

    “Police say McWherter opened fired at Officer Downs and his partner as they exited their patrol vehicle.
     
    "McWherter immediately fired several shots at the vehicle striking Downs in the head. There was no indication of any conversation," said Commander McEachern.”

    “Interim Police Chief Toney Chaplin read a statement from Officer Down's family,

    "The shot fractured Kevin's skull and missed a main artery by less than a centimeter. The fracture caused trauma to his brain. It's left him paralyzed in the right leg. He's regained some use of his right arm."

    Chief Chaplin tells me he has unofficially launched a partnership with mental health experts to respond to calls involving mentally ill individuals, but says this officer involved shooting evolved too quickly...where officers could not buy time.

    "If we can elongate these situations and get professionals to the scene, generally they end better. But if they unfold like this and the person is determined and they're actively shooting, there's not much you can do," says Chief Chaplin.”
