Doesnt sound like it was a cheap necklace. 1AR is unoaerre but they are widely distributed across the world. if LE has a photo of the necklace they should try the unoaerre museum and see if they can identify the necklace model and years it was sold. Could she be Jannette Johnson? I searched for a while and I can't find the exact date or location she was found, just the vague "late 1985". According to this article she was found in Pembroke Township which would fit with JD.

Jannette Johnson was a black female . She also has been found and identified.
 
It is probably her. She was AA but her facial features were ethnically ambigous enough to misattribute her as White.
It was not Jannette, she has also been found and identified.
