This Jane Doe fell (or jumped) from the roof of the the same hotel (Cecil Hotel) where the body of 21 year old Elisa Lam was found in the rooftop water tank in 2013, after she was filmed by the hotel elevator surveillance cameras acting bizarrely.

Serial killer Richard Ramirez also was staying at the Cecil Hotel in 1984-1985 while he was actively committing the "Night Stalker" murders.

Sounds like it was a cheap place to find a room.

It's a real fleabag hotel. There have been a lot of deaths there, particularly suicides. The Austrian serial killer, Jack Unteweger, also stayed there while committing his three confirmed American murders. I don't know why they don't shut it down.

The Cecil Hotel is closed until 2019 currently as it is undergoing renovations.

From what I can see it remains in use because it provides cheap, affordable accommodation.

I agree that it should have been shut down; unfortunately since 2016 though... it is now protected by the California Historical Society- nonetheless, the hotel closed it's doors in 2017 and no one has been able to stay there since (and therefore, die there either.) however, The Cecil does plan to open back up this October, of 2021.

Given that she had scars on both wrists I think this is suicide rather than accident.

While that's likely the case- it may also indicate she was a victim of abuse or being held against in her will; at least in the past.
The report gives no indication to the type of scarring or how fresh the scars would. One would think that, during a depressive or manic episode, from someone who's self-harmed in the past, would most likely self harm in this moment, or at least recently, as well- however, no fresh cuts seem to be indicated or put on record.
The lack of information on this doe is heart-wrenching honestly. Why is there no sketch, bust, etc.?
How do we find this Doe's autopsy photographs to send to an artist as well?

This is an interesting case. Without a sketch, DNA, dentals or finger prints, how would any sort of identification ever be made in a case like this if a potential match was found? Given it was LA county in the 1970s, I am guessing the body was cremated and put into a mass grave?
