I couldn't believe this when I first read through the Washington Post article.

This is one of those times I feel like a razor blade, lime, and salt would really come in handy.

Detective Eric Wedin testified both email’s IP address originated from Bybee’s IP account at his home.


The state says two emails were fraudulent sent on behalf of the victim -- including a suicide note to her doctor that had her committed against her will.

[h=1]Sheriff’s Office Employee Arrested on Felony Charges[/h][h=2]NEWS RELEASE #: 17-017[/h]The Sarasota County Sheriff's Office arrested Frankie Eugene Bybee, DOB 10/13/70, an 18-year sheriff's office employee, after allegations of harassment led to a criminal investigation and subsequent felony charges.
Bybee's actions were first called into question on December 20, 2016, after the 79-year-old victim reported that Bybee was harassing her. An Internal Affairs (IA) investigation quickly revealed that Bybee befriended the victim after responding to her home for a call for service on October 21, 2016. Bybee began making regular visits to the victim's home while on- and off-duty, and also introduced the victim to several members of his family.
As the investigation began, officials learned that Bybee took possession of the victim's dog while she was hospitalized and received a check for $1,000, in the event that the dog had any medical needs while the victim was away. Bybee deposited the money into his personal bank account and later told detectives that he "rehomed" the dog on Craigslist. The victim told detectives that Bybee only had permission to watch the dog while she was away and was not entitled to keep or sell it. Bybee initiated a relationship with the victim for both his personal and financial gain.
On January 9, 2017, an envelope addressed to Bybee was delivered to the agency's main office, located at 2071 Ringling Blvd., Sarasota. Within the envelope, detectives seized four checks belonging to the victim, made out to Bybee and his three children for a total of $65,000. When shown the checks, the victim stated she did not address or sign them. Bybee was immediately placed on administrative leave. A forensic analysis led latent print examiners to the discovery of Bybee's fingerprint on one of the checks.
Three days later, on January 12, patrol deputies were called to the victim's home where she reported Bybee entered her unlocked front door while wearing dark clothing and blue latex gloves. Bybee mounted the victim and while holding her down, forced prescription medication in her mouth, causing lacerations and abrasions to her face, and bruising to her body. The victim lost consciousness and when she awoke, summoned help. It was determined that her home filled with carbon monoxide after the internal door to her garage was left open and her car was left running. The investigation revealed that Bybee attempted to kill the victim and make it appear to be a suicide.
With signed arrest warrants, detectives today arrested Bybee and booked him into the Sarasota County Jail, where he faces charges of Attempted Murder, Battery on a Victim 65 Years or Older, Burglary of an Occupied Dwelling, Exploitation of the Elderly, two counts of Grand Theft, Forgery and Petit Theft. Pursuant to Florida statute and in line with the formal process that upholds the rights of sworn personnel facing disciplinary action, Bybee will also be presented with a proposed discipline of termination.
Because Bybee has been employed at the sheriff's office for more than 18 years, we urge anyone who may have been victimized, to contact the Criminal Investigations Section at 941.861.4932 or 941.861.4935. Both the internal affairs and criminal investigations into Bybee's actions will remain open.
"The community should know that the actions of Mr. Bybee are in no way reflective of the nearly 1,000 other men and women who serve the public with honor and integrity," said Sheriff Tom Knight. "It is beyond unacceptable that an individual who works in a position of trust and guardianship to their community, is capable of such heinous crimes. His actions are a disgrace not only to our agency but to law enforcement professionals everywhere. As soon as we learned of these allegations, we took quick action to begin an investigation and in moving forward, will continue to look at the totality of this case. Now that he is off our streets and behind bars, we will let the criminal justice system take its course."

SARASOTA, Fla. - There were several major developments Tuesday in the ever growing case against former Sarasota County deputy Frankie Bybee.
New information contained in an Internal Affairs report says Bybee may have worked as a prostitute for several years.
According to the report, a woman, […] told detectives that they were “involved in an ongoing ‘business deal” for several years that included Dep. Bybee being financially compensated for engaging in sexual acts with her.”
The report said he met her years ago in a hotel room near Boston, Massachusetts and was paid $5,000 for their “initial sexual encounter.”
The report also said that Bybee would record himself in a sex act in his patrol vehicle while on duty and send the video to her via an app called “Tango” and then she would transfer $500 into his PayPal account.
The total payout, according to law enforcement, for these acts was more than $100,000. […]
 
This story is really big right now where I live in less-than-delightful Sarasota, FL.

It is true we have our share of cases where some individuals exploit the elderly, but this one is particularly sick.

I have no other words to say about it except hang Bybee.

In May 2014 Bybee delivered his recreational vehicle to Conley RV for minor repairs. Visiting the dealership several times in June and July, Bybee repeatedly found his vehicle unrepaired and unlocked. Returning to the dealership on September 1, 2014, Bybee found human feces covering the vehicle's floor, refuse — including a used condom — littering the bed, and mold proliferating.Bybee proposed that Conley RV buy the vehicle for $27,000 to $32,000 (Doc. 60-1 at 9), but Conley RV refused.



Inresponse Bybee contacted Tampa's Channel 8 news about Conley RV's failure to secure the vehicle and failure to compensate Bybee for the damage.At about noon on September 16, Channel 8 interviewed Bybee, who told Channel 8 off-the-air but not off-the-record that Bybee worked as a sheriff's deputy in Sarasota County. Before the interview's debut at eleven o'clock at night on September 23, Channel 8 "teased" the story.

The teasers, which aired the afternoon of September 23, identified Bybee as a sheriff's deputy in Sarasota County.Herb Hoelle, Conley RV's general manager, saw a teaser and called John Saputo (a customer of Conley's Buick dealership) the afternoon of September 23.


Explaining that Conley RV felt intimidated "because [Bybee] was a sheriff's deputy," Hoelle asked whether Saputo "knew anybody" in the sheriff's office. (Doc. 63-1 at 12) Saputo admitted knowing the sheriff (Doc. 63-1 at 12), and elsewhere Saputo explains that the sheriff and Saputo met through political rallies. (Doc. 63-1 at 5)


In an e-mail to Saputo,Hoelle again explained Conley RV's concern about Bybee, and Saputo forwarded the e-mail to the sheriff. On September 24, the sheriff wrote Saputo, "Got the information.


My group is working on this." (Doc. 47 at 5)Incidentally Wendy Rose, the public-affairs director at the sheriff's office, and Captain Charles Thorpe heard Channel 8 mention a "Sarasota deputy." Concerned that Bybee invoked his employment as a sheriff's deputy to draw public attention to the dispute with Conley RV, Thorpe asked Bybee and Lieutenant Joseph Giasone about the news story. (Doc. 58 at 2-4) The morning of September 24, Bybee told Giasone and Sergeant Michael Dumer, Bybee's immediate supervisor, that the interview occurred off-duty and that the interview addressed only the dispute with Conley RV.


Dumer relayed Bybee's statement to Thorpe, who relayed the statement to Colonel Kurt Hoffman.Bybee's chain of command ascends from Sergeant Michael Dumer to Lieutenant Joseph Giasone to Captain Charles Thorpe to Major Paul Richard to Colonel Kurt Hoffman and finally to Sheriff Tom Knight.

Independent of Thorpe's inquiry, Rose asked Major Paul Richard whether he knew about the interview. Lacking knowledge of the interview, Richard asked Thorpe to investigate the interview's circumstances. Thorpe, Rose, and Richard learned from a Channel 8 e-mail that Bybee's interview occurred during Bybee's lunch, about noon.


Richard forwarded the Channel 8 e-mail to Hoffman.Because protocol requires a deputy to remain on-duty during lunch (Doc. 49 at 4), Hoffman directed Lieutenant Mike Mercurio to investigate whether Bybee spoke truthfully to Dumer and Giasone. (Doc. 56 at 4-5) Mercurio concluded that Bybee untruthfully told Dumer and Giasone that he remained off-duty during the interview. Allegedly as a result of Bybee's dishonesty,


Dumer and Giasone lost confidence in Bybee and requested that Hoffman transfer Bybee from the criminal investigation division to the patrol division. (Doc. 44 at 5)Bybee alleges that the sheriff disciplined Bybee for criticizing Conley RV. Condemning the internal affairs investigation as a "political witch-hunt," Bybee contends that the sheriff disciplined Bybee to appease Saputo, who donated several cases of beer to the sheriff's political campaigns over the years (Doc. 63-1 at 9-10 (Saputo))

Another Sarasota deputy charged in ex-deputy's attempted murder case

SARASOTA Co., Fla (WWSB) – The Sheriff’s Office arrested a deputy for lying during the criminal investigation surrounding ex-deputy Frankie Bybee.


Carson Lee Plank, 23, was one of the first deputies on the scene at the victim’s home on Jan. 12. Plank was interviewed by detectives later that day regarding her response to the incident.


During questioning, Plank indicated that she didn't see anything out of the ordinary at the victim's home nor had she been in contact with colleague Frankie Bybee since he was placed on administrative leave on Dec. 20.


On Jan. 19, Plank was again interviewed by detectives and disclosed that she was untruthful during her prior interview. Plank admitted to photographing a blood droplet with human hair at the victim's home on Jan.12.


Plank did not submit the photograph as evidence. She also contacted Bybee to make him aware of the questions detectives asked her related to the attempted murder allegations, according to investigators.


Phone records later obtained by detectives confirmed the communication between Plank and Bybee. At the conclusion of the interview on Jan. 19, Plank was placed on administrative leave. She has been with the Sheriff's Office just over a year.


Plank was booked Thursday into the Sarasota County Jail and after her first appearance, released on her own recognizance. She is charged with a single count of Providing False Information to Law Enforcement During an Investigation.


Plank's employment status is pending the outcome of the concurrent and ongoing criminal and IA investigations.
 
He doesn't appear to be attractive in any shape, form, or fashion. What kind of silver-tongued devil is he?! Of course, I'm not naiive, nor 23, but I get the feeling he is demanding, controlling, and transparent. I can't believe women of different ages were falling for his crapola! To me, he appears to be a dirtbag, nothing else.
