CT - Derek Benford, 19, dies of head injury, Hartford, 4 June 2005
As police were arresting Alexes Rosa Wednesday in connection with killing a 19-year-old on prom night, the victim’s girlfriend gave birth to their son.
Police arrested Rosa, 27, and charged him with manslaughter in the death of Derek “DJ” Benford.
Police said the 19-year-old victim was on his way home from a party after the prom, on June 4. Benford got involved in an argument between two groups of women near his home on Broad Street and Lincoln. That apparently angered Rosa, who police said punched Benford in the head.
Benford’s head hit the pavement and he died two days later.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

From September 2006:
Rosa had been incarcerated for nine months as his case worked its way through the court system until his attorney, Terri Bayer, worked out an agreement with prosecutor Richard Rubino, Bayer said Monday.
In exchange for pleading no contest to a count of second-degree assault. Rosa was sentenced Aug. 30 to time served followed by five years of probation.
