Mentally Challenged Man Shot During Robbery
A man police describe as mentally challenged is shot by a robber.
The gunman ran into the BP Station on Vine Street in Springfield Township just before 12:30 p.m. Friday. He fired a shot in the air, and ordered a customer and the store clerk to the ground.
John Hawk was making his daily stop for pop and candy. He dropped to his knees, but the crook still shot him. The bullet went through one leg, and lodged in the other.
That robber then emptied the register and ran.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
