Nevermind, found it. To answer my own question the subject was found closest to Lock 5 in Glen Echo, Md. If my memory is correct, I think this is the first lock in MD after leaving the DC borderline...up from Fletcher's Boathouse.

Interestingly, a few months ago a stash of weapons was found hidden in a violin case near Fletcher's Boathouse in the woods. Can't help but wonder if there's some kind of connection ....
 
Namus shows permission error so probably identified.

I have searched for details of incident and also other mention of the case in news in later days. There is absolutely nothing, not even on police site which lists all other cases. I wonder if due to age and location if this was also gang related and name and articles withdrawn upon family request. Or maybe someone else has more luck in search.
