I'm not able to find any details about this case but another woman fell in the canal and died last month. The police say they think she drowned but her family thinks there was foul play involved: http://www.fresnobee.com/news/local/...165892232.html

Fresno police confirmed Monday that the body found in a central Fresno irrigation canal Saturday was 20-year-old Lucy Xiong, who disappeared July 28. And while her death appears to be an accident, police still don’t know how she ended up in the canal.
The coroner’s officer determined she died from drowning, Fresno police Chief Jerry Dyer said at a news conference.
“There is no evidence that Lucy Xiong’s death involved foul play,” he said. It appears that she died accidentally, but the case remains under investigation. “We do not know how Lucy Xiong ended up in the canal,” Dyer said.

anything is possible, but there are a LOT of canals with no fencing all open in fresno. a lot of homeless live along them as well. in Lucy Xiong's thread, I shared some street views of the canal she had fallen / been left in and they are large, full, and fast moving.

that was the canal Lucy Xiong was found in. if you rotate you can see the big canal runs along the road and one branches off of that one

With those steep concrete walls on the canal, if you fell in you would not be able to get out on your own! Here in Chicago, we have the same thing along many parts of the shore of Lake Michigan, and people fall in and drown all the time.

They should put some kind of ladders along the path, or something. I'm sure animals end up in there too.
