Distinguishing Characteristics: Medium length dark hair.
Dentals: Available. The decedent had undergone extensive dental procedures, some of which are consistent with those performed by dental students. Including two crowns on left front teeth, a root canal and numerous fillings. She had one gold-filled tooth on the right upper side and several silver fillings.

Case History
The victim was located in a steamer trunk (footlocker) located just off a roadway in Gambrills State Park, in Frederick, Frederick County, Maryland on August 24, 1982. The trunk had leaves and sticks scattered over it but it was not hidden.
The victim likely had been deceased since spring 1982. The identity of this victim remains a mystery despite efforts by numerous detectives, forensic anthropologists, the FBI, as well as television programs including Final Justice and The New Detectives.

There was an article in in the May 11, 2005 issue of nbc4.com news that stated both Judith Ann Chartier of Chelmsford Ma and Alice Welch of Roanoke Va were being tested for potential matches to skeletal remains found in Frederick Md in August of 1982. The bones were found in Frederick Municipal Forest, known in 1982 as the Frederick City Watershed. Not sure if either one matched up or if results are in yet...

Judith Chartier was ruled out by dentals. Welch's military dental records cannot be found.

In answer to my own question I found the following on the Doenetwork. There are no dates listed, other than the year 1982. I would tend to place low confidence on accuracy of other information as well, because of that. The photo looks like a possibility, but not an exact likeness. It doesn't mention much about her Army service, but that would have been another possibility as to how the Jane Doe might have gotten expensive dental work done.

Circumstances of Disappearance
Welch moved in with a friend in Roanoke and that was the last time her family heard from her. After three weeks of not hearing from her daughter, the mother went to the place Virginia was supposed to be living and was told that she had "walked off Monday or Tuesday carrying a plastic bag." However, the roommate couldn't seem to remember whether it was "this week or last week."
A couple of weeks later the family went to the Roanoke Police and a detective was assigned to the case. However the police never came up with any leads.
Welch had been enlisted the U.S. Army for a few months. She had gotten out on a medical discharge several years before she disappeared.

Marks: She has double-pierced ears.
Dentals: Available. Brownlee's left front tooth is capped.
Clothing: She wore a long sleeved peach blouse, white painter pants and Nina brand burgundy high heels at the time of disappearance.

Circumstances of Disappearance:
Brownlee was last seen at the Twelve Oaks Mall in Bloomfield, MI around 11 AM on May 20, 1982. On the morning of May 20, 1982, Kellie and her boyfriend took the bus to school, but Kellie didn't attend class. At 9 a.m., she hitchhiked to Twelve Oaks Mall in Novi to apply for a job. At 11 a.m., Kellie ran into a friend's mom who offered Kellie a ride, but Kellie wanted to put in more applications before heading home. That was the last time anyone saw her.
Kellie was a "Wall 'Tuckian," the nickname for the big-haired girls in blue jeans, high heels and army jackets who hung around Walled Lake in the early 1980s. She listened to Ozzy Osbourne and smoked Marlboro Reds.

Kellie was staying with her boyfriend, Mark Graves, and his family in their apartment in Walled Lake, Michigan in May 1982. She had moved out of her family's West Bloomfield, Michigan home after telling friends that her stepfather, Paul Brownlee, abused her. Her friends stated that they had seen bruises on Kellie's body before she vanished. Paul had pleaded guilty to fourth-degree criminal sexual misconduct in 1977 when Kellie's older sister Kim filed charges against him. Kim then moved to California, where the girls' biological father resided. Kellie remained in Michigan, where she had a good relationship with their mother, Loretta.

Kellie had occasionally moved out of the family's home after problems with Paul came to the forefront. Loretta stated that Kellie was planning to move back to West Bloomfield once Paul left the residence. Loretta did not divorce Paul until 1985, three years after Kellie disappeared, but there were apparently ongoing discussions about the plan at the time. Graves reported that Kellie was missing when she did not return to his family's apartment or call him by 9:00 PM. A search was initiated soon after, but little evidence was located. Graves was ruled out as a suspect early on in the investigation.

Speculation began to center around Paul Brownlee, who claimed that he was visiting his father-in-law's grave and going to the gym on the day Kellie disappeared. Paul also denied abusing Kellie in any way and maintained he had nothing to do with her disappearance.

Foul play is suspected in this case.

Cold Case: Bones Found Near Frederick - Article from 2005

FREDERICK, Md. -- It has been almost 23 years since the skeletal remains of a woman were found in the woods on a mountain near Frederick, Md.Investigators don't know how she died, where she died, or who she is. But they've recently received some tantalizing leads, and they're looking for help to close this cold case.

The bones were found in an area known as the Frederick Municipal Forest. Back in 1982, it was known as the Frederick City Watershed because all the water that falls in the mountains drains into the city's reservoir.Back in '82, in the heat of the summer in August, a man and a woman were up there looking for mushrooms and they made a horrible discovery.

"They came upon this trunk and what they found inside were the remains of the victim that were literally melted because of the heat," Lt. Tom Chase said.

As a consequence, detectives don't know who she was.Three forensic anthropologists have produced artists' conceptions of what she might have looked like.Forensic dentists have produced a dental chart that indicates she had work done at a dental school."

According to these dentists, the type of dental work that she had done, they aren't done as frequently in the practice of dentistry, but they are still taught to people who are going to practice dentistry," Chase said.

Investigators do not believe she is from the Frederick area."We believe that if she was from Frederick, we would have been able to identify her a long time ago," Chase said.

But now, perhaps, there has been a break."I had a conversation with a detective from Roanoke, Va.," Chase said.He got a call about Virginian Alice Welch, who has been missing from Roanoke since August of 1982.

"At this time, the possibility of us having located this person, I think, is as good as it's ever been over the course of this investigation," Chase said.He said the time frame, the height, the weight, and the appearances all match up."

If you look at the three likenesses that you have and the photograph of the victim from Roanoke as posted on the Web page, the same similarities of her facial features are on the picture, are, in my opinion, very consistent with those similarities with those features existing on these artist renderings," Chase said.

The similarities were first noticed by the Maryland Doe Network -- a group of volunteers who research missing persons cases."

And in this instance, if this turns out to be the victim, it will be directly as a result of the efforts of the Doe Network," Chase said.But, as of today, detectives do not know for sure who this woman is."

Finding out exactly who she is, is when the work really begins because that's the first lead that you have to interviewing people she knows, interviewing relatives, interviewing people from her life. That obviously gives us leads to determine how she died," Chase said.And the Doe Network continues to play an important role in this case.

Police in Frederick are also looking at the possibility that another missing woman may be the victim in this case.

Her case is also posted on the Doe Network Web site. She is Judith Ann Chartier, who has been missing from Chelmsford, Mass., since June of 1982.

I have looked into Ms. Brownlee. While she has not been ruled out, when looking at dental charts, it is very unlikely that she is our Jane Doe.

Found some interesting info on this Jane Doe. Several obdservations by an anthropologist named Dr. J. Lawrence Angel:

*He pokes around the tray and reassembles the jaw to the skull. From it's shape alone, he states she was caucasian and "Old American"- that is her family has been in this country for at least three generations. "It doesn't mean she wasn't born abroad" he quickly adds.

*From a casual look at the bones he said she stood about five and a half feet tall. She was slender limbed, broad-hipped and probably in her early twenties.

*The broad skull base and the full round pelvis say she was probably well nourished. This could mean she came from a middle-class background or she might have been a farm girl.

*"The spine shows a lot of stress, suggesting a lot of back-bending",he says "my guess is she was a high school gymnast or a dancer. She might have worked in a factory where she was always lifting things. At any rate, she probably suffered back trouble," he continues. He goes on to other bones saying she couldn't have been very muscular.

*Then he points to one of the bones of the heels."The way those bones fit together say she probably wore high heels often" Dr. Angel observes. Then pointing to the bone leading to the small toe, he shows how it must have been injured, maybe fractured at one time.

*For some reason, each rib has a small ridge along the upper surface.

*Nearly all her teeth show filling and two front teeth have been capped.

*She has two skewed wisdom teeth in her palate. The teeth would have been very painful.

*Regrettably he can find no definate cause of death. "The styloid process (pointed extensions which hold the jaw in place below the skull) are broken. That suggested strangulation but they could have been broken post-mortem." he observes. "The thoractic vertebrae "The bones holding the head upright) is darker than the rest. That usually means it has been stained with blood. This could also mean strangulation, but then again, it also could have happened after she died."

Also in the article it said the trunk in which contained her body was found on Frederick City's watershed by a Myersville couple scouring the mountain for mushrooms when they stumbled across the brown and gold trunk.

The NIH (national institute of health) has an offshoot branch called the National Institute of Dental and Craniofacial Research which is located coincidentally in MD. This is mainly a research facility so it is unlikely that she received any dental work at this location, but I thought I would just throw it out there in an off chance it could have occurred. Having said that, and knowing nothing about dental research, I suppose there could have been clinical trials involving certain procedures and/or methods that may have involved actual dental work, although it’s not very likely.
