OR - Dale Rost, 54, shot dead in his Sheridan home, 23 Dec 2005
A Sheridan man accused of killing a neighbor last week told detectives he did it because he wanted to feel a rush, according to court papers.
In arrest and search warrant affidavits, Yamhill County sheriff's detectives quoted Gerard Smith as saying he "wanted to feel the rush of taking another human's life" and "wanted to know what if felt like to be God."
Smith, 20, is charged with murder in the death of 54-year-old Dale Crittendon Rost III. He is also accused of robbery, burglary, theft and other charges. His girlfriend, Lynley Janett Rayburn, 26, is charged with burglary, theft, robbery and possession of a controlled substance.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
