Police said Xiong left her home around 12:30 a.m. and was walking in the area of Olive and First. While on the phone with a friend she seemed suddenly surprised, then the call dropped.

Xiong was last seem wearing a grey T-shirt and white denim jeans, with a pink and white purse with a gold chain shoulder strap.

Fresno woman is missing after her call to a friend abruptly ends

Fresno police are asking the public’s help to find Lucy Xiong, 20, who was last seen in the area of Olive Avenue and First Street early Friday morning.

Police said Xiong left her home around 12:35 a.m. and was on the phone with a friend when she seemed suddenly surprised and the call abruptly dropped.

My attempt at summarizing the PC:

Lucy came home drunk about 12:30 AM and got into an argument with her parents, she then ran ran the house upset. She called her boyfriend on the phone about 10 minutes later. He could tell she was walking on gravel. After about 6 minutes on the phone, her boyfriend heard her scream and say "Oh, *****" before the phone cut off. He tried to call her back and then went to her parents house and explained to her parents what happened.

The next morning her parents reported her missing. Her parents do not speak much English and had to use their son as an interpreter. Lucy had run away from home one other time when she was 14 but she only stayed away one night. She has never runaway again since that time. A neighbor who spoke to her parents was concerned Lucy was abducted and later provided more info to the police about her screaming before the phone went off.

A neighbor who heard about her being missing reported to police that they had heard a disturbance that night about 1 block south of where she went missing. They have searched the neighborhood and the family home. They have used a canine to search.

Lucy's debit card and credit cards have been used about dozen times since she went missing. 10 times on the 28th and twice on the 31st. Most the locations were in the Tower district and some were in Madeira. One location her card was used was a smoke shop. Another was a pizza parlor. They have video from these locations. Different individuals used the cards.

Just after 1 AM on Friday someone called about a female in a canal, possibly drowning. They searched the canal and were not able to locate anyone. Police think it's possible Lucy may have been walking along the canal, which has gravel. She may have tripped and fallen into the canal or it may be foul play and someone took her purse, it is hard to determine. These are speculations. They are still searching the Canal. They have underwater cameras, they will lower the water and send in a dive team if necessary.

They will also continue to investigate weather Lucy could have been abducted as a parallel investigation.

Answer: The phone has not been used since. She has an I-phone and they have not been able to ping it. It's possible it's in the water or off.

Q: Did anyone see a body floating today? or just Friday?
A: Since our officers responded on Friday morning, there have not been anymore sightings of a body. We are simply using the camera to go through the ares to see if she may be there. They are searching areas that catch floating stuff first. Then if they don't locate a body in the choke points they will lower the water.
Location on Canal? McKinley and First, around Nielsen and all the way Westbound out of town...
Canal has a fast moving current... From an investigative point of view these two events are very similar and seem to have happened at the same time so seems like a strong possibility

A: We do not have any way to access that.

Q: Do you have a timeline?
A: the Friday morning report of the drowning happened 9 hours before she was reported missing. So police did not initially connect the two events. The call from the person reporting the drowning was 24 minutes after the phone call to Lucy's boyfriend.

Police are providing a flyer with the info on social media. Police caution people to not read other rumors on SM and to go by what LE has shared instead.

Q: Can you describe the people who used her credit card?
A: One was a Hispanic or white male 25-30, wearing a backwards red baseball cap with a white shirt and black pants, last seen leaving Southfound Fruit from McKinley on a bike. He arrived on a bike and left on a bike.
Another person using her cc was a male, we cannot determine race, still trying to enhance the video. He had on a hat, long sleeved orange shirt and dark pants. possibly dressed like someone in construction. Those are the only 2 "confirmed" descriptions they have to provide. They are sure these are 2 different people.

Online fundraisers are NOT legit and not authorized by family. The family has asked any of those to be stopped/removed. At this time there are no legit fundraising efforts for the family.

Police will continue to explore ALL avenues in case the canal lead does not pan out. He stressed that Lucy is not JUST a missing person, she is a missing person "at risk" with the possibility that she was abducted or fell into the Canal.
 
If they have surveillance footage then it should be easy to send out pictures of the individual or individuals who are using them, at least as persons of interest. It's suspicious to say the least.

Police said they have received a few reports since then that could be related, including a call reporting sounds of a disturbance near the area and another report of sounds of a drowning near a canal.

Fresno Police Chief Jerry Dyer said, "We're not going to put all of our energy into simply searching the canal, because she may have been abducted, she may be missing, there may be foul play beyond what we know."

Search efforts have been called off for the day after the fire department said they could not find anything in the strainers. The next step is to have irrigation lower the water, which will take two days, and then have the dive team go in to search more.

Fresno Police say she was reported missing on Friday morning after police say she had an argument with her mother and then ran away. They say she then called her boyfriend, and while they were on the phone, Xiong screamed – yelled profanity and then the phone went dead.

Her boyfriend told police it sounded like she was on gravel.

Police say around the same time of this call, they received a 911 call that someone was drowning in a canal near First Street and McKinley Avenue.

But the next morning, police say they received another dispatch call that she may have been abducted.

“It is possible she found her found her way in that canal whether that is from foul play or falling in that is difficult to decide,” Fresno Police Chief Jerry Dyer said. “Her belongings may have also fallen at that time.”

Since Xiong has been missing, her credit cards have been used about a dozen times.

According to surveillance cameras, police say the credit cards have been used by several different people, but they don't know if the people using her cards are involved with her disappearance or if they found the credit cards later.

Dyer said, however, that Xiong’s credit card had been used by multiple individuals in Fresno and Madera the day she went missing and then the day after – a total of 12 times. Dyer said detectives are reviewing video of the purchases made with Xiong’s credit card. He also said Xiong’s phone has not been used since, nor has it been found.

Early Tuesday, Dyer said detectives learned about a call to police that was made around 1 a.m. Friday. A female was drowning in a canal at First Street and McKinley Avenue, according to the report. That hour, about 13 officers on foot and a helicopter were dispatched to the area, searching for the female. They did not locate a body, Dyer said. The call was cleared.

Imho...it seems sadly she may have been confronted, robbed and pushed in the canal. :( moo
