I found this profile in Harris County Institute of Forensic Sciences.

There is a picture of her face at the link and she has some distinctive moles.

That's approximately here: https://goo.gl/maps/F1A318xsMyT2 It seems to be a residential area with some light industry and open space. Oddly, I don't see anything that looks like stadium bleachers anywhere in the vicinity. Maybe near the school that's a couple of blocks away? But I can't see it even zoomed way in.

I'm going to hazard a guess that she's a domestic violence victim from one of the nearby houses.

This article mentions that there were some concerned parents at this park who took pictures of a car's license plates. This car kept circling the parking lot and made them suspicious. They took the pictures "just in case". This was, if I understand correctly, the day before the body was found. I'm guessing if that car was connected in some way, we would have heard... but who knows. Thought that was interesting.

A groundskeeper at Bayland Park discovered the dead body of a female on June 17. The employee called Houston Police Department around 8 a.m. that Saturday morning.

Police say the woman, who has not yet been identified, was found under the bleachers in a seated position and was not dressed for typical outdoor activity. This led them to speculate the woman may have died elsewhere and her body was moved to that location.

An HPD spokesperson said Monday that the woman's clothes too warm for typical outdoor wear and that she was not wearing any shoes.

County Forensics Institute have not yet determined cause of death and are not sure when her body was placed there.

In the PM photo, the decedent looks like she's toward the upper end of the age range.
Most definitely. I would be surprised if this wasn't was one of those cases where children, family, or a caretaker were involved. 96 pounds is very light and the PM looks as if she's emaciated. Hopefully it wasn't neglect or abuse that led her being in that state... At first I was thinking this was likely a Social Security fraud situation, not necessarily involving violence. But, usually those hiding their deceased relative's body for monetary gain either keep it inside a freezer or dump it somewhere remote so the body won't be found or at least traced back to them. And placing someone under public bleachers in a residential park doesn't seem to make sense unless those involved panicked and chose the first spot that came to mind or saw driving around.

I just happened on this case while searching for another Texas UID. I agree with you that she was probably in a care facility. She may have had dementia, although, I think autopsy would have discovered that. She was either mentally disabled, possibly from birth, and has spent her life in care facilities. Or what may be more heartbreaking, a mentally disabled person who had lived with a parental caregiver who may have died. Autopsy doesn't always provide answers, either. I guess it's possible she had other issues like epilepsy, etc.

I don't like to paint all facilities who care for the disabled as negligent but there are enough horror stories out there, so to ignore that would be folly. For a care facility, either a commercial venture or privately run, to resort to dumping a resident suggests they may have already been sited for neglect and may have their license yanked if more incidences occurred.

It is difficult to judge how old the decedent is, but I would think she's probably in her late 50s. Poor thing.

Edited to add: there is no reference to her dentals. Judging by her PM pics she may have had no teeth.
