I live less than 10 minutes from where these remains are found .
Just some background on the area :
Bear Rocks used to be a ski resort but closed in about 1973 . Since then it has developed into a community of rustic homes and ski chalets .
Back in the 1980s it had a reputation for a place where drug dealers lived . ( not saying everyone there was a bad apple ) , but it is wooded and rocky so it affords a great deal of privacy. As a matter of fact while growing up I recall many times that cars running from the police turned into Bear Rocks and lost them on the many winding roads.
As a matter of fact within the same 24 hours that the body was found , this article appeared in the local paper :

I would bet that this was uncovered during the human remains investigation.
In my personal opinion , you don't go through Bear Rocks to get to anywhere unless you live there or are familiar with it . It's not a direct route to anywhere .
Also , while thinking of matches for this persons identity , it might be worthy to note that it is a mere minutes from Westmoreland County.
Some previous cases that took place at Bear Rocks that I am including not because I feel that they are related to this case , but simply to set the background and history of the area :

I've attached 2 pictures of maps of the area . One is an overview of the area being investigated , the other is a closer view with street names circled. They say the remains were found near Bear Rocks Road between Forest Lake Rd and Jeffery Rd.
