Tina Stiltner had been arrested for DUI under the influence of drugs and felony child neglect when police found her weaving in traffic after dropped her kids off.
She was taken to the Buchanan County Jail, where she died of ligature compression of her neck. It was either caused by self hanging, or at the hands of another.
The only people there at the time were Tina and her Jailer, David Shawn Hicks.
Authorities say that Hicks lied about what he did and saw in the moments before and after Stiltner was discovered, first in a deposition for a lawsuit brought by her family and later to a federal grand jury investigating the case.
The civil case was dismissed.
