Noe Reyna, 15 months old, was believed to be taken by his father Carlos Reyna who does not have custody rights. The abduction prompted an Amber Alert early Wednesday. They were last seen together around 4 p.m. Tuesday in the 2000 block of East Fourth Street. A court issued a order Tuesday for DCF to take Noe into protective custody. Both parents were in court and were notified of the court order.

Noe is described as Hispanic, about 2-feet tall, weighing 35 pounds, with black hair and brown eyes. He has wearing a yellow shirt, black short and black tennis shoes when last seen.

The father -- identified as 35-year-old Carlos Reyna -- is described as Hispanic, about 6 feet 2 inches, weighing about 200 pounds, with black hair and brown eyes. He was last seen wearing a white T-shirt, blue jeans and brown work boots.

About 4 p.m., officials with the L.A. County Department of Children and Family Services responded to the residence in the 2200 block of East Fourth Street to remove the child from his parent's home and place the boy into protective custody, according to the Los Angeles Police Department. The parents had been notified of the court order.

When officlas got there, the child was missing, as was his biological father, Detective Steven Juarez said.
"DCFS was at the residence to take the child away due to narcotics issues," he said. "At this point, the mother is very cooperative; however, she cannot help us in locating the father."

The toddler -- identified as Noe Reyna -- was taken by his biological dad, who does not have custody rights. He who was last seen on foot, according to police.

When asked if there was any reason to believe that the child was in danger, Juarez responded, "Just due to the nature of the court order of removing the child."

Tips in the wake of the Amber Alert led to a vehicle owned by Noe&#8217;s parents, LAPD Capt. Ruby Flores said. The vehicle was illegally parked, but there was no sign of father or the baby.

Police don&#8217;t know if Carlos Reyna has any other means of transportation, Flores said. The family told investigators he has ties in Mexico.

A 15-month-old Boyle Heights boy who was the subject of an Amber Alert last week has been found.

Noe Reyna was taken to a border station in the San Diego area by his uncle, according to the LAPD.

A spokesperson for the department says the boy&#8217;s uncle told border agents he was asked to bring Noe back to the U.S. from Mexico by the boy&#8217;s father, Carlos Reyna.
