    CT - Rosa Camacho, 4, Hartford, 24 Oct 1997

    Missing Since: October 24, 1997 from Hartford, Connecticut
    Classification: Endangered Missing
    Date Of Birth: June 7, 1993
    Age: 4 years old
    Height and Weight: 3'0, 38 pounds
    Distinguishing Characteristics: Brown hair, brown eyes. Rosa's nickname is Rosita. She spoke Spanish at the time of her 1997 disappearance and may speak English.
    Clothing Description: A black jacket and blue pants.

    Details of Disappearance
    Rosa and her mother, Rosa Delgado, left their Hartford, Connecticut residence at approximately 5:00 p.m. to walk to a local store together and buy groceries. The store was in the 60 block of Madison Avenue; it has since been replaced by another establishment. A photo of Delgado is posted below this case summary. She left her infant daughter at her home in the care of a sister when she left with Rosa. A witness saw Rosa's father and Delgado's former boyfriend, Julio J. Camacho, speaking to them on a street corner in their Parkville area neighborhood prior to the females' disappearances. Rosa has never been seen again.

    A woman's body was discovered floating in three feet of water in Columbia Lake in western New Jersey in November 1997, one month after Rosa and Delgado vanished. Her head and hands were missing. Authorities were initially unable to identify the homicide victim and named her "The Lady Of The Lake." The woman's identity remained a mystery until DNA tests were conducted in 1999, nearly two years later. The tests proved that the remains were that of Delgado.

    There have been no arrests in either Rosa's disappearance or Delgado's homicide, but Julio has been named as the prime suspect. He was a police officer in Hartford at the time Rosa and Delgado vanished in 1997, but resigned from the department in 1998. Julio pleaded guilty to the 1997 rape of a woman in Connecticut in 2001. There have been numerous other complaints from alleged female victims against Julio for sexual misconduct in preceding years.

    Julio reportedly asked his brother to submit a false alibi for him after Rosa and Delgado disappeared. Authorities discovered a handmade hatchet and wire garrote inside Julio's residence during a search after the females disappeared. It is not known if the instruments were involved in either Rosa or Delgado's cases. Rosa's disappearance and her mother's murder remain unsolved.

    Its not hard to tell who did this .I wonder what the POS did with his little girl.

    I thought the years would make the fire girl two years older, accoring to this poster that says age now 11, add one year to the age now and that is 12 and the girl is 14, it is worth a check though as it is close but then again there are probably thousands that share that name

    I'm from Hartford, CT and remember this like it was yesterday. I also remember an article coming out about how the police did an illegal search of the father's car and found some type of evidence but it was withdrawn. I don't know where the father is now. Around that time there was a big thing going on about major corruption in the Hartford, CT police force. Since then, they've fired many officers and hired new ones.

    Missing Monday: Rosa Marie Camacho of Hartford, Connecticut

    It was almost a month before police began searching for Rosa Marie Camacho and and her mother Rosa Delgado after they went missing on October 24, 1997, following a visit to a Madison Avenue grocer.

    Why so long, you ask?

    Maybe it was because the mother/daughter disappearance would serve as a huge embarrassment to the Hartford Police Department, considering one of their own was the last person to see the pair alive.

    Here's more from 2000 about all of the evidence the police found against the father, Julio Camacho. He's a convicted serial rapist who has been out of jail for quite a while now (he turns up on the homefacts site in Norfolk Virginia). The article says he had a collection of over 20 books about serial killers, which kind of makes one wonder whether he's responsible for any other murders during the 10 years he was a cop.

    About 17 years after a former Hartford police officer's home was searched in connection with the disappearance of the officer's girlfriend and their daughter, the FBI was back digging at the property on Tuesday...

    An FBI forensics team from Washington, D.C., had dug a deep hole Tuesday in the front yard of 2 Prospect Hill Road and could be seen taking soil from the ground and sifting through it — a process the agency uses when searching for bones. The house Camacho had lived in burned down in 2003 and a new home has since been built on the property.

    The FBI did not immediately return a call for comment. Cromwell police said they, along with the town's public works department, are assisting the FBI with an "ongoing investigation" at the address. Hartford police said the city's police department is not involved in the case. Camacho resigned from the department after 10 years on the force in 1998.
