FL - Orange deputy shoots, kills apparent carjacker

    Mills and Nebraska Sts Orlando
I am always hoping one of these will lead to information on Jenn Kesse.

UPDATE at 6:52 p.m.: Orange County deputies shot and killed an apparent carjacker this afternoon after he rammed into one of their undercover vehicles as they tried to stop him. The man, whose identity has not yet released, died about 5 p.m. at a nearby hospital, less than an hour after he was shot on Mills Avenue near Nebraska. The incident began when the man severely beat a man and stole his 1992 Cadillac on South Orange Blosson Trail about 2 p.m. and at some point, the carjacker was seen by Orange County deputies. In undercover vehicles, they tracked the carjacker to Altamonte Springs, where he picked up another man. They then followed him to Mills, where they attempted to "trap" his car by getting in front, on the side, and behind the Cadillac.

The carjacker kept ramming the deputy's vehicles in front of him and behind him after he was trapped by three deputies' vehicles. The deputies got out and two of them fired at the suspect, according to the sheriff's office. At the moment, authorities are not saying much else about the shooting. (Local 6 news showed some amazing video of the stop, but at the moment, it is hard to find on the site.

No one else was reported injured, and deputies said the other man in the carjacker's car was cooperating.

The incident has closed a portion of Mills from Princeton to Nebraska.

The death was at least the third time since 2000 when Orange County deputies opened fire after using their unmarked vehicles to box in and force a suspect's car or truck to stop. In each case, deputies shot the driver after the suspects refused to surrender and drove towards them. In May 2000, a violent felon survived multiple gunshot wounds when deputies said he tried to run them down near the Jewish Community Center in Maitland. Luis A. Rivera, 30, is serving 30 years in state prison after being convicted of attempted second-degree murder. In August 2000, a deputy shot and killed the driver of a U-Haul truck who had been tailed to a parking lot in Altamonte Springs. The man, Josh Young, 26, was wanted for grand theft and dealing in stolen property.

    Deadly Carjacking in Orlando

I watched this whole thing unfold this afternoon on the 4 pm news on WKMG - local 6. They were the only TV news team that had their chopper, Sky 6, in the air and were able to track the carjacker's path.

The entire ending on Mills Ave (back in Orlando) where LE effectively blocked in the red Caddy ElDorado was shown as it was unfolding. It lasted all of 24 seconds. (They did not show the video of attempts at CPR after they dragged the dying man out of the car. Said it was far too disturbing for viewers.)

The deputies, Randal Root & Marcel Caron - who were involved in the shooting were with the Orange County Auto Trap Unit. As of tonight .. they are both on 'paid leave'.

The owner of the car - 68 year old, Robert Coffin (sp?) was badly beaten.

The carjacker stole the car on the S. Orange Blossom Trail (bad area!) and drove to the Altamonte Springs area up here in Seminole County where deputies spotted him. Somewhere along the way the carjacker had picked up another person and dropped him off again. That 2nd person is cooperating with LE.

The identity of the suspect - who died within an hour - has not been released. More info to be released on him tomorrow after the autopsy.

The question being asked by many who witnessed the takedown .. "Was lethal force necessary?"

I have no sympathy for carjackers or criminals - period. But, IMO - after watching the entire video several times .. I honestly feel that deadly force was not necessary. It looked overly excessive to me - and numerous alternative options were never attempted. It appeared to be a Rambo type operation with guns blazing.

Lately there has been a lot of questionable LE behavior reported in the news media here in the Central Fla area.

    WKMG Update 4/28/06

    UPDATED: 11:57 am EDT April 28, 2006

Local 6 video of a carjacking suspect being shot and killed by Orange County sheriff's deputies could become a part of the investigation into the incident.

Sky 6, piloted by Dan McCarthy, shot exclusive video of the shooting at Nebraska and Mills in Orlando Thursday.

The incident began at about 2 p.m. Thursday when the owner of a Cadillac El Dorado, Robert Coffin, 68, was attacked and beaten by a man at 22nd Street.

After the attack, the stolen car was spotted in Lake Mary along Interstate 4 and followed to state Road 436, where it exited toward a mall.

A passenger in the car, who was picked up in Altamonte Springs after the carjacking, was dropped off in the area and was quickly detained by deputies, Local 6 News reported.

The driver then continued to Mills Avenue in Orlando and was boxed in by undercover officers using a trap maneuver.

"It is a very technical (thing) that they are trained to do," Orange County sheriff's spokeswoman Barbara Miller said. "And doing so, the suspect kept moving his vehicle back and forth hitting them. At that time, shots were fired."

Local 6 News reported that deputies Randal Root and Marcel Caron fired at least four shots into the vehicle.

"He is dead, shot at by at least two Orange County deputies who fired their shotguns," Local 6 reporter Tony Pipitone said at the scene.

The Florida Department of Law Enforcement is investigating the shooting.

Root and Caron are on paid leave until the investigation is complete.

An autopsy is scheduled Friday for the suspect and then police may release his name.

Cool Follow-Up UPDATE - Excerpts - Orlando Sentinel article

Police ID Miami man as dead carjack suspect

From Orlando Sentinel article on Sunday, April 30, 2006 ...

A suspected carjacker who was shot and killed by Orange County deputies was identified Saturday as a 25-year-old man with a history of stealing cars, authorities said.

Records list Luis E. Melendez as a student from Miami. He has been arrested seven times since 2001 on at least 13 charges, according to the Florida Department of Law Enforcement.

The charges include cocaine possession in 2001 and 2002, grand theft auto in June and fleeing an Orlando police officer in a high-speed chase in November. The outcome of the cases was not clear Saturday.

Melendez -- whose mother, Marta, and brother, Luis, live in Puerto Rico -- was shot Thursday afternoon on North Mills Avenue. He later died at Florida Hospital Orlando.

About 9 p.m. Saturday, Melendez's brother arrived at Orlando International Airport. He said he was here to speak with investigators about the incident.

Investigators said the case unfolded about 2 p.m. Thursday near South Orange Blossom Trail and 22nd Street, where a carjacker beat a man and stole his two-door Cadillac.

The carjacker drove to Altamonte Springs and back to Orlando.

About 4 p.m., deputies surrounded the Cadillac near Nebraska Street and North Mills Avenue. The Cadillac rammed them.

Deputies Randal Root and Marcel Caron fired at least four shots, authorities said.

The investigation should be complete in 30 days, FDLE spokeswoman Susie Murphy said.

(And good riddance - off our streets & out of our Central Fla neighborhoods - to one more druggie felon that violently preys on others ... )
