    CA - Foster Parent Accused Of Sex Abuse

    Man accused of sex abuse by former foster child

    A Redmond man was arrested Wednesday night during a church-choir practice on suspicion of sexual misconduct involving three children placed in his care by state authorities.

    Redmond police arrested Enrique Fabregas, 52, after an investigation spurred by allegations in February by Estera Tamas, 19, his former foster daughter, according to police spokeswoman Stacey Holland.

    The Times does not usually identify victims of sexual crimes. Tamas gave her consent because she said there could be others who suffered abuse by Fabregas and she wants to encourage them to come forward.

    A police statement Thursday said investigators had "uncovered mounds of evidence which included child pornography, videotapes, photos and computer records."

    Most of the evidence contained explicit images of Fabregas and the three children, police said. Tamas' allegations of abuse span a period from 1999 through 2005.

    "He raped me. He molested me and videotaped me while he had sex with me," Tamas said in a telephone interview Thursday.

    The two younger children, including the 12-year-old girl Fabregas adopted in 1998, were also abused, she said.

    Fabregas could face charges of child rape, child molestation, sexual misconduct with a minor, indecent liberties with a minor, and possession of child pornography and stolen property, police said.

    The 12-year-old girl was removed from the home immediately after the February allegations and placed in the care of another foster family, said Kathy Spears, spokeswoman for the state Department of Social and Health Services.

    I think those in position of trust like this man should get double the punishment. All cases of abuse are unbearable but when you remove a child from a dangerous situation, place them in what is suppose to be a safe haven - and then for that creep(s) to take advantage of the child......

    Update

    Foster father pleads guilty to sex crimes

    A former foster parent accused of possessing child pornography and taking explicit pictures of a teenage girl faces 2 1/2 to 3 1/2 years in prison after pleading guilty to reduced charges.

    Enrique E. Fabregas, 53, of Redmond, pleaded guilty on Monday to one count of sexual exploitation of a minor and one count of communicating with a minor for immoral purposes.


    He was originally charged in June with three counts of sexual exploitation of a minor, which could have brought him seven to 10 years in prison.

    Tamas told police Fabregas began behaving sexually toward her when she was 13 or 14, and that he was giving her drugs and having sex with her by the time she was 17, according to court documents.


    According to police, Fabregas told them he had the sexually explicit pictures for undercover work he was doing for the federal Drug Enforcement Administration.


    Another foster daughter, now 19, told police she was physically abused and saw videos of Fabregas having sex with Tamas.

    In February, three of Fabregas' former foster children filed a $45 million civil claim against the state, saying officials overlooked years of physical and sexual abuse complaints and improperly licensed him to be a foster parent.

    i know its wrong but i get some small pleasure from the fact in prison he will get a taste of what those poor kids suffer. any word on if his wife knew or was charged with anything?

    Uggghhh everytime I hear about these things a cadence goes through my mind that hubby had to do in Army basic training...well some of it

    I don't think your wrong, isn't there a little thing in the bible about "an eye for an eye"? No sepecifics I don't think...so hopefully he will get his...

    This is not enough time for him. He got away with it for years...right under DSHS watchful eyes.

    Another article from June 2006:

    The state Department of Social and Health Services said Friday there had been 23 previous complaints involving the home, eight of them alleging sexual abuse. DSHS was unable to substantiate the allegations, and the children were left in the home.

    The department revoked Fabregas' foster-care license in 2004 after he refused to undergo a sexual-deviancy evaluation. At that point, the oldest girl and another foster child were removed from the home.

    The adoptive girl lived with Fabregas until February and is now with a foster family.

    I don't think that sex offenders, esp those that abuse children should ever be allowed to plea bargain. Maybe this "sexual deviance test" should be given to all prospective foster parents. Something has got to be done to keep these sick freaks from getting kids for this purpose.

    It's really too bad that these freaks don't get the death penalty in cases like this when there is absolute proof such as tapes and photos. The pig not only raped children, but the state was paying him the whole time and ignoring 23 complaints with 8 of them being sexual abuse. Disgusting. The wife, if there is one should be investigated, because the man should never have been alone with any foster girls and the wife should have kept a better eye out for the kids and any computer usage.

    lets say they wife knew nothing at first. after 8 times the claim of sex abuse came up and she still did not know... that's at least neglect imo

    Another major screwup by DSHS. Did they even talk to the kids who were in foster care? Did they think that all of those reports were wrong. That department is about useless. Look how long those kids suffered while that man raped and molested them. Didn't DSHS think to take the kids to a doctor and have them checked out? I swear, someone of those social workers could care less. In a case like this everyone who had any contact with that family should be fired.

    And again the monster gets a tap on the hand because he was good enough to plead guilty. That just makes me want to scream. These perverts should never get anything cut off of their time. Those Pros, defense attorneys and judges would rather a person plead guilty and not have a trial then have them get what they deserve. This is one reason why we have so many perverts and everyother kind of criminal out there. Our laws are so darn lax that no one worries about getting caught. They know if they plead guilty they will just get a year or two. This monster will be out in less then a year.

    To make matters worse, this guy does not appear to be a RSO. I can't imagine why not. Unless he just wasn't on the 2 sites I checked (one was national).
