Circumstances of Disappearance
Sanders was initially abducted by her non-custodial father, Odell Shephard on September 24, 1984 from Chicago, Illinois.
Her father has since been located and served ten years for contempt of court. A pair of judges kept Shephard behind bars for a decade because they said they did not believe he was telling investigators everything he knew about the little girl's disappearance in 1984. Shephard was released in 1998. Sanders' whereabouts remain unknown. Her father has still not revealed her location to authorities.

 
Unfortunately, they couldn't, not on that charge anyway. Deborah's father was held for contempt of court, which was meant to coerce him into testifying. Legally, they had to let him go when they realized he was never going to talk, because contempt is supposed to be for coercion, not punishment. He did set a national record for the longest sentence served for contempt, though.

I do not understand why he wasn't charged with kidnapping his daughter and threatening the mother. For that he could get a long sentence and might still be in prison now.

In Deborah’s entry on Charley Project, it says he was charged with child abduction:

Sheppard was convicted of child abduction in 1986 and sentenced to three years in prison. He was released in 1987 after serving less than half his sentence, and ordered to produce the child in court within three days. After he failed to do so, he served ten years and three months in jail for contempt of court for refusing to divulge where his daughter was located.”

I think a no body murder charge would be worth pursuing. Sheppard clearly kidnapped her. He was the last person seen with her. She’s never been seen again since being in his custody, and there’s no trace of her anywhere. I doubt she’s still being “hidden away” somewhere. Bumping for Deborah.
 
Charley Project's file states this case is closed!!!!! What??!!

Deborah's Social Security number hasn't been used since her September 1984 abduction. Norell died of kidney failure on January 24, 1998, at the age of 45. She left behind three other children besides Deborah. Sheppard was released from jail a few days after Norell's death, and maintains his innocence to his day. Deborah's whereabouts remain unknown, and her case was closed after Norell's death.

 
Unfortunately, the father was released after 10 years in prison for contempt a few days after the death of Deborah's mother... the police simply closed the case and it was never known where Deborah is or if she is still alive, just like that... here and As in all cases, there are always 3 versions of the facts... the mother's, the father's and the truth... and that is the one that was never known, it remained forever suspended in time... that truth that we all love It would fill my soul to know what really happened..
