Northumbria Police has cautioned 446 sex offenders in the past five years instead of charging them.

The total figure, including assaults on children and rapes, is England's second highest after the Metropolitan Police, which cautioned 870 offenders.
A force spokesman said Home Office guidelines were followed and that many factors had to be considered. But Clare Phillipson, of Wearside Women in Need, said it was "incredible" that a rapist could be cautioned.

Released under the Freedom of Information Act, the figures include six rapes and 126 offences against children, 45 of those being under the age of 13.
Supt Mick Hassen, of Northumbria Police's criminal justice department, said: "For someone to be cautioned, the suspect needs to make a clear admission before the custody sergeant considers various factors to decide whether or not a caution is the appropriate course of action.
"There are a number of reasons why sexual offences have been dealt with by way of a caution. "These include offenders who have learning difficulties or are themselves children, where the offence is not of the most serious gravity, and where the offender has no previous convictions or cautions.
