The Douglas County Sheriff's Office is conducting an investigation into the disappearance of Karen Margaret Kincaid. The last time she was seen was at the NE Stephens Street Safeway store on Thursday, October 3rd, 2002, in the afternoon.

Kincaid has been diagnosed as Bi-Polar and may be depressed.

An investigation into her whereabouts is currently underway. The Sheriff's Office is requesting that anyone who has seen Kincaid's dark blue 1992 Toyota MR2, since about 093002, to please call the Douglas County Sheriff's Office Detectives Division at 541-440-4458, or the Sheriff's Office Tipline at 541-957-2099.
 
Officials suspect foul play in missing person case

New developments in the case of an Oakland woman missing since 2002 have officials suspecting foul play was involved in her disappearance.

Karen Margaret Kincaid, 58 at the time, was last seen Oct. 3, 2002, at the Safeway on Northeast Stephens Street in Roseburg, according to the Douglas County Sheriff’s Office.

“Over the past few months, the detectives have been aggressively following up on leads on the case,” said Dwes Hutson, sheriff’s office spokesman. “… In the course of that investigation, they’ve developed information that leads them to believe that she’s a victim of foul play.”

Officials declined to give further information about their suspicions, citing the ongoing investigation. However, they have released new information about Kincaid’s dog, which reportedly went missing at the same time.

Kincaid’s small, male, neutered Pomeranian named Pippen would be about 7 or 8 years old now. It is not known whether the dog was wearing a collar at the time, according to a sheriff’s office press release.

Hutson said officials believe whoever was responsible for Kincaid’s disappearance may have also taken the dog and then possibly later released it or given it away.

Details of Disappearance​

Kincaid was last seen in the afternoon of October 3, 2002, at the Safeway store on northeast Stephens Street in the Metz Hill area of Oakland, Oregon. She has never been heard from again. Her dog, a neutered male Pomeranian named Pippen, disappeared with her and has never been found. Kincaid left behind her pet bird and cat, however.

It was initially believed that Kincaid left of her own accord because of a recent divorce, but foul play is now suspected in her case. Investigators think finding Pippen may be key to solving Kincaid's disappearance, as whoever took her possibly took the dog as well, and may have sold it or given it away. Pippen would be seven or eight years old as of 2007.

At the time of her disappearance, Kincaid was living in a small cabin on Sparks Road in Oakland. She was close to her family and it is uncharacteristic of her to leave without warning. Her case remains unsolved.
