Police need your help in finding a woman missing in the Prairie du Chien area since last year's holiday season.

Shannon Fischer’s parents reported her missing December 28, 2006. Now at least three detectives are working on what is now believed to be a murder investigation.

"At this point we're absolutely operating on the theory this is a homicide. She did keep in reasonably close contact with friends and family, she was seen at all times," says Prairie du Chien police chief Michael King.

That was until December 18, 2006.

King says around the time of her disappearance, Shannon Fischer had been staying with her then boyfriend in the city's downtown, when they had a falling out.

"He did indicate that at some point he did, I believe his exact words were "she's annoying and I got rid of her," which is a poor choice of words, which obviously made him an immediate person of interest."

Detectives followed up on that lead, along with investigators from the Division of Criminal Investigation and the FBI.

I wonder what was wrong with her that she couldn't lead a normal adult life with a job, take care of her children, etc. Was she mentally ill? Mentally or physically disabled?
 
A new plea for answers to the mystery of what happened to a local woman, believed to have become the victim of a murder.

Det. Sprosty says until he has more information, he cannot say if this is a random murder. The Division of Criminal Investigation in the Department of Justice is assisting local police.

I hope he can lead them to her remains for her families sake...
 
I wonder what made him just walk into the police station and confess, after almost four years? I'm glad he did. I hope her family can find some peace and some closure.
 
Suspect found not competent

The man charged with the 2006 murder of Shannon Lynn Fischer, of Prairie du Chien, was found not competent to stand trial at a hearing Thursday in Crawford County Circuit Court.

Burroughs has pleaded not guilty to first-degree reckless homicide and hiding a corpse in the disappearance of the 23-year-old Fischer four years ago.

Burroughs said he was in his apartment on or around Dec. 18, 2006, when he got into an argument with Fischer. Burroughs said he choked Fischer and kept her body in his closet for about three days before disposing of it in a garbage bin near the parking lot of his apartment complex at 207 E. Blackhawk Ave. in Prairie du Chien.

PdC murder suspect ruled incompetent

Legal proceedings were suspended Thursday against a Prairie du Chien man accused of killing his girlfriend when a judge ruled him incompetent to stand trial. Michael Burroughs, 26, was committed to the state and will be treated for a disorder, diagnosed as either delusions or psychosis, that causes him to believe he’s being poisoned.

That belief, his attorney contended, is what led Burroughs to walk into the police station Oct. 10, nearly four years after the disappearance of Shannon Fischer, and confess to her killing. And it is compelling him to want to go to prison, where he believes the air will be fresher.

If treatment is successful, Burroughs again will face charges of first-degree reckless homicide and hiding a corpse. With medication, a psychiatrist testified, he should be well enough to aid in his defense within 12 months.

Details of Disappearance
Fischer was last seen at approximately 4:00 p.m. on December 18, 2006 at her boyfriend's residence in the vicinity of the 200 block of east Blackhawk Avenue in Prairie du Chien, Wisconsin. Her boyfriend, Michael John Burroughs, stated they had an argument and he told her he wanted to end the relationship and demanded that she leave his apartment.

She has never been heard from again. At the time of her disappearance, she did not have a job, a vehicle, a driver's license or a permanent address. She relied on friends and family for housing and transportation, and moved frequently, keeping her belongings in a tote bag and a small duffel bag.

Fischer's parents notified authorities of her disappearance on December 28. They became concerned because she had not contacted them over the Christmas holidays. Her disappearance is described as completely out of character and her parents do not believe she would have left of her own accord. They described her as a naive, childlike, immature and easily suggestible young woman.

Fischer has two young children who were in foster care at the time of her disappearance. She went missing once before, in 2004, when she abruptly moved to Iowa to be with the man who fathered her first child.

However, in that instance she told friends of her travel plans, and she called her mother a short time after arriving in Iowa. Fischer has not had contact with any of her loved ones since her 2006 disappearance, and had not mentioned a wish to leave the area.

A major break in the case came in October 2010, when Burroughs went to police and confessed to Fischer's murder. A photograph of him is posted with this case summary. Prior to the confession, authorities had stated they believed foul play was involved in Fischer's disappearance but they didn't consider anyone she knew a suspect.

Burroughs stated he had strangled Fischer to death after she stole a bag of drugs from him. He kept her body in a closet in his apartment for several days, then dumped it in a garbage bin behind the building.

Burroughs was charged with first-degree reckless homicide. In January 2011, he was declared incompetent to stand trial due to a delusional disorder. He was held in a state psychiatric hospital until his competency was restored, and in January 2012, he pleaded no contest to the charge against him. He was sentenced to 31 years in prison.

Foul play is suspected in Fischer's disappearance due to the circumstances involved.
