I found two possible matches of people mising in late 1999, but they don't really match the "Negroid mixture".

Hi there
Sorry no one has replied to you, it isn't that this case isn't important it is just that there is so many and some in particular pull on people's heartstrings.

My advice would be to contact LE regarding the UID and see what further information they can provide especially with regards to the abnormaility (skeletal). Of the 2 you have provided, the second match seems a possible due to the limp but not know where his skeletal abnormality is located (upper or lower) and what impact this would have on his body, it is slightly difficult.

Good to know however that he has Dentals and x-rays avail....luck is on your side in that respect.

I think we should look outside new jersey for this man, because you'd think they'd check their own missing thoroughly.

hard searching as the remains were skeletal so not much info:
but what about these:
Mr Regusters went to the post office to pick up his paycheck - maybe he went to AC to spend it:

this one is unlikely due to proximity and situation - he had a seizure at work and was last seen at a hospital - but he has "large knots on his face and back of head"- I doubt those large knots have anything to do with a spinal disorder but I'll put it out there: http://www.theyaremissed.org/ncma/gallery/ncmaprofile_all.php?A200301093W

This guy is a little young:

I don't see how this guy would get from IL to NJ but he looks like he has multi-ethnic qualities: http://www.theyaremissed.org/ncma/gallery/ncmaprofile_all.php?A200300926X

here is the namus link for the UID, no rule outs listed:

I do not see any indication where he was found other than Ocean City, NJ. does that mean he washed up on the beach or was found in the sand or was he located somewhere in town well away from water?

if he washed up on the beach, who knows where he was from? if he was in town, I would think that since they have not been able to match him with anyone from NJ, he could well have been from Philadelphia as that is only about an hour and a half east (give or take).

Found at the water's edge on an Ocean City beach near Park Place.

My family owned a house in OCNJ for a while before I was born, and we still go back almost every year, since extended family still lives there. I can try and ask them if they remember this? I haven’t even heard of it before now!

This is not a very busy part of the OCNJ beach and boardwalk, between 3rd and 4th street. Since it’s past the amusement parks and the thickest part of the boardwalk (most foot traffic) I don’t know if many people would’ve seen it... Though it is pretty close so who knows.
