Man faces charges in murder
By Kevin Woster and Kara Christensen, Journal Staff Writers

RAPID CITY - A 41-year-old Rapid Valley man made his initial court appearance Tuesday on charges that he killed a 21-year-old woman who came to his home last week to sell magazines.

Neil Frame, 3030 Gypsey Road, turned himself in to authorities Monday evening. He faces first-degree murder charges in the death of Kristina Moore of Lancaster, Calif. Moore disappeared last Wednesday evening while working for a door-to-door magazine sales crew in the Rapid Valley area where Frame lived. Moore's body was found Friday morning in a field near Hermosa.

Neighbors wary after murder
By Kevin Woster, Journal Staff Writer

RAPID VALLEY - The people on Gypsey Road are holding their children tight these days.

They're watching visitors more closely.

And most of all, they're slowly absorbing the fact that one of their neighbors — a seemingly isolated man who few here really knew — has been charged with murder.

From September 2004:

In court last month, he told how he became enraged after buying two subscriptions from Moore on April 21. He told how, as she went to leave his Rapid Valley home, he grabbed a crowbar and struck her from behind. He told how he suffocated her, then left her body in a field near Hermosa...

Frame - a retired military man with no criminal record - was sentenced to a mandatory penalty of life in prison without parole. In exchange for his pleading guilty to first-degree murder, prosecutors agreed not to seek the death penalty against Frame.

Very sad story. Even after 20 yrs, it's still hard to believe this one happened. Devastated family.

I'm not surprised.
When I worked at a strip club in South Dakota, I had a customer so creepy I nicknamed him "Zombie Man."
He literally reminded me of a walking dead person, and his thoughts he verbalized were so disturbing, I just stared at him and figured he was on a meth binge....& Made a mental note to avoid him in the parking lot.
So yeah, ladies, if you have a job where you deal with the public and are alone frequently, text someone your whereabouts so they know to look for you if you go missing.
