Massachusetts Missing Children Clearinghouse


The Massachusetts State Police houses the Massachusetts Missing Children Clearinghouse (MMCC). The MMCC strives to provide resources for families, caregivers, and the professionals who serve them in assisting in the recovery of children who go missing.

Laws Governing the Reporting of Missing Children


Massachusetts General Law regarding Juveniles:
M.G.L. c.22A, S.4, states that,"[W]henever a parent, guardian, or governmental unit responsible for a child, reports to any police officer or law enforcement official that a child is missing, such police officer or official shall immediately cause to be entered into the central register relevant information relative to said missing child. Such police officer or law enforcement official shall also immediately undertake to locate such missing child.

Police officers, law enforcement officials and others so designated by the commissioner solely for the purpose of locating a missing child shall have access to the fingerprints and other data and information concerning the missing child on file with the central register.

The provisions of this statute have been interpreted to mean that any agency which receives a report of a missing child MUST enter a Missing Person record as soon as enough data on the child is available to make an entry, regardless of whether a signed missing person report has been completed. Therefore, users should attempt to get the necessary data from the person making the report and make a CJIS Missing Person entry immediately.

Suzanne’s Law

“Suzanne’s Law” amends Section 3701 (a) of the Crime Control Act of 1990 so that there is no waiting period before a law enforcement agency initiates an investigation of a missing person under the age of twenty one and reports the missing person to the National Crime Information Center of the Department of Justice.

Parental/Guardian Information

If your child goes missing:
There are steps you should take which will help facilitate your child’s recovery.

Immediately report the missing child to the local police

There is NO waiting period when filing a missing persons report. Your report can be made over the phone but will require an in-person report at the police department of jurisdiction within 24 to 48 hours.

Missing Child Intake Form

Take time to review and/ or complete the intake form. This will expedite the process for the police and prepare you for the types of information and questions you may be asked. The process of having your child posted to the MMCC is best accomplished through your local police department or you can contact the MMCC directly. If you choose to have your child’s picture and descriptive information posted to the MMCC website and/or the NCMEC website, please sign the release of information section of the intake form.

Massachusetts Child AMBER Alert

Criteria for Issuing an AMBER Alert

Three basic criteria must be met before the State Police will activate the plan:
  1. A child under the age of 17 years has been abducted;
  2. The child is in danger of serious bodily harm, injury or death; and
  3. There is enough descriptive information to believe that an Amber Alert may help locate the child.

How Does the Massachusetts AMBER Alert Work?

Law enforcement becomes aware that a child or children may have been abducted.
The investigating agency confirms a child has been abducted and notify the State Police.
State Police ensure the abduction meets AMBER Criteria:
  1. Child is under 17 years old
  2. Child is in serious danger of bodily harm or death
  3. There is enough descriptive information to believe an AMBER Alert will help locate the child
State Police activate the Emergency Broadcast System.
Local broadcasters interrupt regular programming to broadcast available information.
Public becomes the eyes and ears of the law enforcement, calling 911 if they have any information.

A Plan for CIVILIAN Search and Rescue in Massachusetts

Although the Commonwealth, through the Massachusetts State Police, has a strong search and rescue response component in place, the Plan will augment this capability through the controlled integration of civilian resources.

Specifically, the Secretary of Public Safety, whose office oversees all public safety matters for the Commonwealth, formalized operational and administrative procedures for civilian volunteers and resources for search and rescue activities within the Commonwealth of Massachusetts in the Plan.

After consulting with personnel from affected public safety agencies and staff from the Department of State Police and the MA Executive Office of Public Safety, the Secretary of Public Safety released the Plan for Civilian Search and Rescue in January of 2000.

This Plan creates a direct link between civilians eager to help and the Massachusetts State Police, who are involved in most major missing person searches.

This bill contains the bulk of Project Jason's Campaign for the Missing proposals, and received a favorable report from the Ways and Means committee in March of this year. We need the Senators to get the Chairman of the committee to release it for a vote....
