    The Wisconsin Clearinghouse for Missing and Exploited Children and Adults

    The Wisconsin Clearinghouse was established in August of 1994. As a member of the National Center for Missing & Exploited Children (NCMEC) the Wisconsin Clearinghouse’s objective is to assist families and law enforcement agencies in the search, recovery, and reunification of missing and exploited children and adults. Also, the Clearinghouse works collaboratively with clearinghouses nationwide, the Internet Crimes Against Children Task Forces, and the National Center for Missing & Exploited Children to provide agencies with the resources and services necessary to assist missing and exploited children and adult cases, and in cases involving child pornography, child enticement, and other incidents of child exploitation on the Internet. Any missing child and adult are potentially in danger. Time is crucial in the search for a missing child or adult, and the Wisconsin Clearinghouse is dedicated and committed in participating in a constructive partnership with families and law enforcement to help bring children and adults home quickly and safely.

    Wisconsin’s Amber Alert System

    1. Child must be 17 years of age or younger
    2. Child must be in danger of serious bodily harm or death.
    3. Initiating agency must have enough descriptive information about the child, the suspect(s) and/or the suspect vehicle(s) to believe an immediate broadcast alert will help locate the child.
    Amber Alert is not to be used for runaways or family abductions unless the child's life is in danger.

    The Amber Alert plan is for the safe recovery of missing children that a law enforcement agency believes have been abducted and are in danger of serious bodily harm or death. Strict adherence to the criteria is essential in order to prevent the Amber Alert plan from losing credibility and possibly becoming less effective.

    The Prosecutorial Remedies and Other Tools to End the Exploitation of Children Today Act of 2003, otherwise known as the PROTECT Act, gives law-enforcement authorities valuable tools to deter, detect, investigate, prosecute, and punish crimes committed against children; strengthens laws against child pornography; and addresses deficiencies in federal sentencing policies and practices. Provisions that relate specifically to missing or abducted children include an increase in the base-offense level for kidnapping; a mandatory 20-year sentence for an offender whose kidnapping victim is a nonfamily-member minor; attempt liability for international parental kidnapping; Suzanne's Law, which requires each federal, state, and local law-enforcement agency to enter missing children younger than the age of 21 into the FBI's NCIC database; Amerinformation about mca's Missing: Broadcast Emergency Response (AMBER) Alert provisions calling for the national coordination of state and local AMBER Alert programs, including the appointment of a national AMBER Alert coordinator3 and the development of guidelines for the issuance and dissemination of AMBER Alerts; a Code ADAM program that requires designated authorities for public buildings to establish procedures for locating a child who is missing in the building;4 and making the statute of limitations for crimes involving the abduction of a child the life of the child.
