...Donegan is hoping that the partnership with Texas will break another case, involving the skeletal remains of a black male found on New Year's Eve 2008 along the shore of the Delaware River in Greenwich Township, Gloucester County.

Investigators believe that the man, wearing a shirt with the word "Maine" across the front, had drowned, but they don't know how.

"There's a variety of ways someone could wind up in the water," Donegan said.

Hundreds of potential matches came up for the man among missing persons, and one by one, Donegan has been crossing them out...

The above article implies that hundreds of names have been crossed out but Namus only has one rule-out:

this possible match works pretty well. James Harley was last seen in SC on January 11, 2008. he was 39 y.o., 5'6".

of noteworthiness Harley "was involved in car accident at time of missing may have head injury" and the UID had "Healed fracture of nasal bones and surrounding bone on right side".

not sure how he would have gotten from SC to the Delaware River (I-95 goes through both states) but nonetheless he seems to fit.

Currently James Harley doesn't have a whole lot of info in the system to rule him either in or out.

If the drawing is accurate Harley is maybe a little wider in the forehead area?

Did you submit him for consideration, webrocket?

Maybe some nudging would help them to get more active in getting Harley's identifying information.

I contemplated submitting Harley but when I took a closer look I don't know how they would match him. they have no dentals or DNA for Harley and the facial injuries he had were suffered at the time of the accident from which he disappeared so they probably have no x-rays of those injuries.

I think Harley makes the most sense still. I would still submit for consideration (even though it's been years since he was suggested) because they might be able to pull a few strings if they have a possible.

The National Missing and Unidentified Persons System (NamUs)

This is a really good potential match, imo. Would you reconsider submitting him to NamUs?
