SENECA, New York — Officials in western New York state are trying to figure out how a bare human foot got mixed in with recyclable trash on a conveyor belt at a landfill.

Sheriff Phil Povero says a worker at the Ontario County landfill's recycling plant spotted the severed right foot Monday night, the Daily Messenger reported.

Povero says authorities believe the foot is an adult's, but aren't sure whether it belonged to a man or woman.

The Monroe County Medical Examiner's office will perform forensic tests on it.

The recycling plant remained closed Tuesday while investigators searched for clues. Povero said the trash in the area where the foot was found came from 15 New York counties as well as parts of Canada.
 
Seneca, NY (AHN) - New York police officers are investigating how a foot severed above the right ankle ended up at the Casella Recycling transfer station in Seneca, New York. Among the theories being studied is that the foot might have originated from Toronto, where piles of uncollected garbage, due to a strike, accumulated.

The police theory is that the foot arrived between July 29 and Aug. 3, which was about the time Toronto city workers lifted their six-week strike and started to collect the city’s trash. For that six-day period 136 garbage trucks dumped their contents at the Casella station, mostly from 15 counties from New York.

However, New York’s Ontario County sheriff Philip Povero said the trash has distinctly Canadian characteristics. Casella vice president Joseph Fusco confirmed that for the past two weeks tons of Toronto garbage were delivered to their facility.

With Toronto still recovering from the job walk-off, there are reports that residents are mixing recycle trash with organic waste and that garbage collectors are collecting the mixed lot. Toronto Solid Waste Department head Geoff Rathbone denied the report.

According to city hall, since blue bin, green bin and garbage collection services had resumed in Ontario’s capital city, about 25,000 tons of piled up trash has been removed from temporary dump sites and about 5,000 street litter bins have been cleaned up.

The foot was not a human foot after all.
Three days after workers at an Ontario County recycling plant discovered what they thought was a human foot on a conveyor belt, the county Sheriff's Office announced that the foot was actually a right rear bear paw.
"After days of testing, they've determined that what we have is not human and probably (from) a black bear," said Sheriff Philip Povero.
Workers at Casella Waste Management recycling center in Seneca discovered the body part on Monday night. Sheriff's deputies responded to the 911 call.
Sheriff's investigators, Casella workers and officers from the state Department of Environmental Conservation searched the recycling center and landfill all day Tuesday looking for additional clues, and more remains were found, Povero said. These remains were sent to the medical examiner along with the foot.
Povero said that initial medical observations indicated the foot was human. But since it was decomposed and skinned, it was impossible to tell for sure, Povero said.
The Monroe County Medical Examiner's office had to run DNA tests and consult wildlife forensic scientists to determine that the foot and other remains were from a bear.
Bear paws have many similarities with human feet and hands, including size, shape and bone structure, Povero said.It is not illegal for individuals or taxidermists to throw bear remains in the trash, according to a news release issued by the Sheriff's Office on Friday afternoon.
But sheriff's deputies are still not sure how the bear remains got mixed up with the recycling material.
Povero said he received word Thursday night that the foot was not human. The news ended the sheriff's investigation into the origin of the remains.
The Sheriff's Office had previously been treating the severed foot as part of a possible crime.
"Personally, yes, I'm relieved that we do not have a homicide," Povero said.
