Case History
The body of a newborn girl was found March 26, 2007 at the Treasure Island Marina in Welch, Minnesota.
This is one of three cases of newborns found in the county in 8 years. In 1999, a boater found the body of a newborn girl near a marina in Red Wing and in 2003, the body of a newborn boy was found near Frontenac. In all three cases, investigators believed that the infants were born alive. Autopsies were never able to ascertain causes of death.
Investigators have stated that this infant may not have the same mother as the other two.
The girl has been nicknamed "Abby".
Forensic artists from the National Center for Missing and Exploited Children used photographs of the bodies and the infants' skull measurements to create composite drawings of what the babies might have looked like at the time of their deaths.
The clothing in the drawings is not connected to the investigation.
Authorities think the composites could help piece together a frustrating puzzle. Over the years they have had more than 100 leads, yet the investigations remain unsolved.
Officials believe that mothers of the children may have hidden their pregnancies and are probably familiar with the area.

I believe the article states the first two babies might be from the same mother but baby Abby is from another woman.

Wow. This is bringing me to tears. I have a baby girl too..10 months old. Her name is Abby. These poor beautiful children....so many people in the world who would do anything for a child...and yet this happens.

The infant appears to be of Caucasian descent and not a member of the Prairie Island tribe. Estimated time of being in the water was from a few weeks from discovery of the body to the previous fall or winter (2006).

I just found out about this - it's really awful. What a terrible way for the babies to die. I'm sure the mother is out there somewhere...

RED WING, Minn. — The Goodhue County Sheriff’s Office will look to use DNA analysis to help solve the deaths of three newborns found in the Mississippi River at three separate locations spanning nearly a decade. And it’s asking for the public to help make it happen.

The sheriff’s office has committed $5,000 to fund genetic genealogy analysis of the first body, that of a baby girl found in the water in 1999 by a fisherman near Red Wing, Minn., according to a news release Monday, Aug. 3.

The genealogy report will compare the girl’s DNA with volunteers in GEDmatch, a publicly available DNA database where participants voluntarily upload their DNA files in hopes of identifying relatives. Law enforcement agencies have used genetic genealogy to solve cold cases following the surge in popularity of at-home DNA test kits in recent years.

Sheriff Marty Kelly said authorities remain committed to solving the cases.

"Much time has gone by and now even more technology and resources are available to us," Kelly wrote in an email Tuesday. "We still need the public to help us to solve these and we are steadfast in our determination to see it through to the end."

The sheriff’s office started a JusticeDrive fundraiser to help cover the estimated $10,000 cost of genetic genealogy reports in the other two cases.

Four years after the first infant was found near Red Wing’s Bay Point Park, a baby boy was found dead by teenagers on the shore of Lake Pepin near Frontenac. DNA testing in the mid-2000s determined a high likelihood the children shared the same mother.

The third child, a newborn girl said to be Native American or Hispanic and unrelated to the first two, was discovered in 2007 at the Treasure Island marina.

Law enforcement followed up on information received about the cases over the years. Details about the third newborn — nicknamed “Abby” by area residents — also was included in a 2011 social media campaign by the Minnesota Bureau of Criminal Apprehension. But tips eventually dried up and the cases went cold.

Authorities estimate she had been in the water for up to six months. [snip] Barringer said he was uncertain that a family tree was generated in the 2003 case. He sent off DNA samples to Parabon a month before he retired, and was aware that investigators were “working on some things.” Little useful information so far has emerged from the DNA analysis in the third case, he said. If the child was of Hispanic descent, it could be harder to trace.
