I&M Canal in Lockport Drained

Drove past the I&M Canal in Lockport this morning on the refinery side and it appears they have drained the I&M Canal between 2nd and 5th or 6th Streets. Not sure what's going on, no LE or police present, just construction workers. Just thought I'd put this out there as an FYI...
 
The only article I could find related to something like this is regarding the Asian carp and the Army Corp or Engineers possibly putting in electric barricades in waterways other than the existing barriers in the Chicago Sanitary & Ship Canal. These waterways could include the I&M Canal and the Des Plaines River. Their goal is to keep the carp from getting to Lake Michigan...

I couldn't find anything specific to why Lockport's draining the canal, but this is the only thing that makes sense. If anything develops, I'll post it here.
