Topsham doctor nabbed for child *advertiser censored*

TOPSHAM — A doctor from Topsham was arrested at his home Tuesday on a warrant and now faces child *advertiser censored* charges.

According to a release issued Wednesday by the Maine Department of Public Safety, Dr. David A. York, who is a physician with Concentra Medical Centers in Augusta and Lewiston, faces five counts of possession of sexually explicit materials of children younger than 12.

York, who is 59, was arrested at his home at 212 Congress Circle at about 5 p.m. The State Police Computer Crimes Unit, with assistance from Topsham police, took York into custody. He was taken to the Two Bridges Regional Jail in Wiscasset.

Col. Patrick Fleming, chief of the Maine State Police, said the Computer Crimes Unit seized two computers from York’s house Tuesday morning. Preliminary examinations show hundreds of images and videos of child *advertiser censored*, according to a release from the Department of Public Safety.

State Police Special Agent Michael McFadden obtained an arrest warrant for York on Tuesday afternoon from West Bath District Court.

Fleming said there are no indications that any of the images are of Maine children, but examination of the two computers continues. It appears most of the images are from file sharing with other personal computers around the country, also known as a peer-to-peer network, the release states.

Fleming said York’s alleged transgressions attracted the attention of the Computer Crimes Unit in November and is part of a backlog of cases.

According to a Topsham police spokesman, York’s bail was set at $2,500. Two Bridges Regional Jail confirmed Wednesday that York posted the $2,500 bail and was released.

I'm outraged! I live in Maine and grew up in the mid-coast area, where this creep was arrested. When I read that the Computer Crimes Unit knew of this since November I immediately thought of the Somer Thompson case. What if this guy had abducted,raped, and killed a child in the interim, until the time that he was finally arrested?! I understand that investigations such as this take time but (huge but!), what measures are taken in the meantime, until these offenders are apprehended and arrested, to safeguard unsuspecting parents/children from falling prey to these creeps?!

I also have a serious issue with the (laughable) amount of bond - RUFKM?! $2,500.00 - IMO, that speaks volumes about how serious the state of Maine (my state :blushing:) takes child *advertiser censored*. I don't recognize this Dr's name but he's 59 years-old so he's obviously been a practicing physician for some period of time. I will not be surprised to learn, after I do some digging, that this Dr. didn't just start downloading/viewing child *advertiser censored* in November 2009... If anybody knows anything about this doctor's past history (other states he may have practiced in previously...), please, please post. By now (re: Somer Thompson...) it's apparent that the safety of our children is not a priority for LE during the CP investigative process - The state of Maine has only further displayed a real lack of care and concern for the safety of our children by releasing this guy on a $2,500.00 bail - Shaking my head in disbelief.

Dr. York had a family practice therefore he would have had access to children - I'd like to know when he voluntarily surrendered his license?

He may (I want to stress "may") have/had a practice in NC. The age is correct, middle initial, area of practice (family physician), and the medical school he attended (Toronto, Canada), but, until I've confirmed it further, I'll simply post the link for anyone interested rather than posting the image of the report/page itself just yet.

I wonder if this arrest had anything to do with the Edmonton, Canada Child *advertiser censored* bust? They're saying that the arrests reach into 20 countries. Hmmm
 
$2,500 bail?! You have got to be freaking kidding me! That is crazy. I hope this pervert doesn't get just a slap on the wrist.
 
Remember when they first arrested Dr. Earl Bradley--his bail was low. It wasn't long after he was originally arrested (and posted bail) that more evidence came out. He surrendered and then they raised the bail significantly. I hear it's now $10,000 x 471 (the number of charges). That's appropriate, IMO.

I'm still wondering if this arrest might be linked to Project Unity--the big *advertiser censored* bust originating in Edmonton, Canada. They've arrested 73 people in 20 countries and they say they're not done yet. I noticed this line:

"In Maine, a suspect was charged with sexual assault, and Strain believes a rescue of a child was involved in that case."

I found the following statement made by J. Delorimier ludicrous (BBM);

York was licensed to practice medicine in Maine in 2008 and lists his address with the state's Board of Licensure as Charlotte, N.C.

Concentra Medical Centers is a national health care company with five locations in Maine. York treated patients in Augusta and Lewiston.

John Delorimier, spokesman for Concentra, said the company fired York on Wednesday. He said York had been with the company for one year.

"It's tragic and disturbing," Delorimier said in a telephone interview. "We found out late yesterday and immediately suspended the doctor from services at Concentra."

Delorimier said York had very little, if any, contact with children on the job. He said Concentra specializes in occupational medicine, so nine out of every 10 patients would be adults.

ONLY 9 OUT OF 10! I'd like to ask Mr. Delorimier how many (in total) patients Dr. York had. It's obvious that this guys #1 concern is not about the potential child victims of Dr. York's but about damage control for Concentra. I wonder how well they checked this Dr. out before hiring him as he seems to have moved around quite alot; North Carolina, New Hampshire, and Maine that we know of thus far. IMO there's a history here.

Good point Missizzy but I don't think they can change it once the amount set is posted. Dr. York bailed almost immediately - he probably had $2,500.00 alone lying around the house just from pocket change...

I'm curious too if this is connected to the Edmonton bust. I've looked (still looking as time permits) but very little is being said. I live in Northern Maine, right next to the border of New Brunswick, so Edmonton isn't very far from me - not being a Canadian resident I don't know if this is simply how it is in Canada (very little released info in these type of cases) or what? Maybe one of our Canadian WSer's will help us out here.

David A. York, a doctor in Topsham, was taken into custody Tuesday and charged with five counts of possession of sexually explicit material of a minor under the age of 12.

Investigators say they found hundreds of images and videos of child *advertiser censored* on his computer. York was taken to jail, where he was released after posting $2,000 Wednesday night.

Speaking from his doorstep at his Topsham apartment, Dr. York responded to the charges, saying what he was charged with was "a small part" of his life, which has now become "a big part."

Detectives say there is no evidence that any of the images are of Maine children.

Sounds to me as if you think this is all an over-reaction on the part of law enforcement... Unfortunately the individual responsible for setting your bail agreed with you - Shame on Maine!
:furious: Are we, the people of Maine, supposed to find comfort in this detective's statement? Just because they may not be "Maine" children does not lessen the fact that they are someone's children!! Again, it's not about the victims, it's all about damage control - GMAFB Maine!

ETA: I stand corrected, based on this article, Dr. York's bond/bail was $2,000.00, not $2,500.00!! :banghead:
 
Is it Topsham, or the state, whose brain-dead court allowed this creep to walk on a couple grand???? He is a DOCTOR, not a homeless transient, of COURSE he has that in his pocket!! What were they thinking? I am ashamed of my home state today! :furious:
 
nomoresorrow--I'm finding that once these large busts are announced, not much further info is released. You'll usually see a rash of pleas down the line. My best guess is that they keep most info close to the vest as they are continuing the investigation. They just have to "clear the pool" occasionally--to make way for more slimeballs to jump in.

And, speaking of Dr. Bradley, I found this:

I don't know this to be a fact but I would assume that this means he put up $3600 of his own money to walk the first time--pocket change. I sometimes wonder if this isn't a well known opportunity to end it all. I have mixed feelings about a suicide in a case like this. I feel that most families and children want some closure. If the person is dead, there's no way at all to get the whole story. Messy and lengthy investigations and trials seem to expose more victims (and thus help us reach out to them) than a suicide committed on the day someone bails. JMO

It would be Sagadahoc County, Maine - Two Bridges Regional Jail in Wiscasset is where he was booked. I obtained the following regarding their bail process/procedure from their website;

How do I post bail?

The bail is set by a court order. Most bails are a cash sum and only cash will be accepted. If bail is a surety, that will also be accepted. However, you are required to post a surety bond accompanied with a deed. Bail can be posted at TBRJ in the reception area 24 hours a day, 7 days a week. A correctional officer will assist you by verifying required paperwork and the proper amount of bail. Please be patient with the process, particularly during periods of conflicting jail activities.

A $40.00 charge will be added for the bail commissioner's fee and the commissioner will be called once you have counted out the cash for the booking officer at the window.

The arrest of a 29-year-old Brampton man on child *advertiser censored* and sexual assault charges sparked a major investigation by Peel Region police that has identified 73 child *advertiser censored* suspects in 20 countries.

Two of those suspects have already been arrested by police in the U.S. state of Maine and in Kent, England in the past week, after Peel turned over their files to the respective authorities.

Police acted on those cases first because they believed children were in imminent danger, Insp. Robert Strain said at a news conference Tuesday.

The suspect in Maine has been charged with possession of *advertiser censored* and sexual assault. The suspect in Kent was charged with multiple child *advertiser censored* offences and is a registered sex offender, Strain said. (They can't be referring to the recent arrest of Dr. York because he wasn't charged with sexual assault. I'm wondering if they're referring to the Mars Hill, Maine woman, Julie Carr, who was arrested in June 09"... > Article/Photo below<)

Both cases are under publication bans. (WTH does this mean?!)

The remaining 71 files from the investigation dubbed Project Unity have been turned over to the RCMP to be forwarded to police in other countries, Strain said.

Police are hopeful that arrests of other suspects will follow.

The Brampton arrest occurred last Nov. 17 after a tip from Edmonton police. Five charges against the suspect, including making and possession of child *advertiser censored*, are before the court under a publication ban. That is the only case in Canada arising from this investigation.

A total of 18 suspects were identified in Germany, 10 in the U.S., seven in the U.K. and five in the Netherlands. Most of the other suspects are scattered throughout various European countries, India and the Middle East.

All suspects possessed anywhere from hundreds to millions of images of child *advertiser censored*, police said.

Julie M. Carr is a mother of four who was arrested after British investigations caught her using a webcam to post the sexual assault of her child on the internet. She was arrested on Friday, June 12, 2009. She has been charged with felony exploitation of a child and gross sexual assault.

The good residents of Mars Hill were stunned when they heard allegations that Julie M. Carr, a resident of their small community, had not only sexually assaulted her child, but broadcast it online as well. The Maine child *advertiser censored* arrest is a result of an investigation in Britain. (The previous article/recent arrests refers to Kent, England)

She did not enter a plea when the charges were filed on Monday, June 15, 2009 and faces up to 40 years in prison if convicted on all counts.

Police in Maine received information from the Child Exploitation Investigation Team of England’s West Midlands Police after they discovered a local man showing inappropriate material of children on the good ol’ internet.

Carr has four children between the ages 18 months to 5 years and it’s believed she has been a resident of Mars Hill, Maine for less than 3 months. Residents say she kept to herself. Her attorney, Jeffrey Pickering, was unavailable for comment.

Town Manager Raymond Mersereau said local officials have no records of Carr, adding that none of her four children had been registered with school officials.

This is like opening Pandora's box. I believe the arrest of Julie Carr (above) is linked (possibly the unnamed informant mentioned in the article below?) to the arrest of the Frank Lombard only two weeks later or, at the very least, both were part of the *advertiser censored* bust sting that occurred in June 09'

Frank M. Lombard, Associate Director, Health Inequalities Program at Duke University was arrested and charged with offering his 5-year-old son for sex. He used the internet to offer up his son. His user name was “perv dad for fun”, and he allegedly told an undercover police officer that he had already been molesting his son, whom he adopted in infancy.

While trying to entice the undercover officer to come to North Carolina, he even mentioned the hotel he should take his son to.

Lombard was charged in federal court in Washington with attempting to induce someone to cross state lines to engage in sex with a child. If convicted, he could face a maximum sentence of 20 years in prison.


An unnamed informant, with child *advertiser censored* problems of his own, provided the information that lead to Lombard’s arrest. Sounds a bit like let’s make a deal.

Authorities at Duke have been cooperating with the FBI and Frank Lombard has been place on unpaid administrative leave.

A search warrant produced five computers, a sex toy, two webcams and numerous other items.

A Skowhegan man has been arrested on child *advertiser censored* charges.

Police say a voluntary search of 50 year old Rodney Davis' computer revealed sexually explicit material of kids under 12.

Davis is a lifetime registered sex offender in Maine and is required to report every 90 days to the local police department.

Davis was convicted in 1992 for gross sexual assault on victims under the age of 12.

Davis also has one prior arrest for failing to comply with the sex offender registration guidelines.

Apparently Mr. Davis isn't incarcerated as both, Family Watchdog & Maine's RSO website, list his home addy - usually if they're in jail it will state that.
