If anything might be learned from this child's death, it is that one should NEVER stop with one report of suspected abuse. The next door neighbors reported this child to a hotline, which they should be hugely commended for doing. However, if they had taken the next step and also reported to local LE, and anyone else they could think of.......this child might have been able to have been saved.

WARNING....the description of abuse is so severe, that I had to literally stop reading the article and put my head down to keep from passing out at the thought of the pain that this child endured!

It is about time that once these people are found guilty of this type of crime they are excecuted. Simple as that.

Vincent's dad noticed bruises on him a month ago & said he didn't think they were "normal". mmmm - OK - then what??

The neighbors who called in lived in the same duplex as the baby-killers -- Neighbor guy says he'd "never want to be treated like what (he) heard thru the walls". :(

Reporter says the SRS call center reports are reviewed by a LSW...I guess that's who decided that there was no reason to check up on little Vincent. :mad:

Walton provided a copy of the reason SRS did not forward the information. "The report does not indicate harm to the child. There is nothing to indicate that the child is being physically harmed by the father. No indication the father yelling at the child is impairing or endangering the child socially or intellectually, to the point that it is causing the child to deteriorate and not being to function on a daily basis. Not enough information to determine if the family has a history with the agency. This completes the initial assessment with no further action needed."

Harvey County Attorney David Yoder said Chad Carr, 26, faces sixteen counts of possession of child *advertiser censored*.

been reading ws daily for about 2 years now and I could never hope to understand how someone could look at a precious little one like that and then do the things they do. just reading about it brings me to tears. I just dont see how it keeps happening let alone with such alarming frequency.


this one is particularly bad for me, lil vincent looks a bit like my lil boy.

and lord you know it's bad when the prosecutor is in tears..
 
Today should be the conclusion of the murder case against Chad Carr, as he will face sentencing following plea bargain reached in November.

Unless the judge chooses to deviate from the agreement, Carr will be sentenced to 20 years in prison for abusing, and killing, toddler Vincent Hill in North Newton.

The plea deal county prosecutor David Yoder arranged calls for Carr to serve the maximum sentence on each charge, and serve them all back-to-back, for a total of 241 months.

Katheryn Nycole Dale couldn't speak through her tears when a judge asked her Thursday whether she had anything to say about the abuse leading up to the death of her toddler.

The 21-year-old mother sobbed loudly as a Harvey County deputy led her to jail to catch a bus for prison, where a judge sentenced her to serve more than three years.

David Yoder, Harvey County attorney, said Dale's complicity with the abuse of her child, along with her own mistreatment of the boy, led to the March 27 death of her son, 19-month-old Vincent Hill.

"She, as his mother, is the one person who could have taken proper actions to protect this child and possibly prevented this death from happening," Yoder said.

Dale pleaded no contest in July to child abuse and aggravated child endangerment.

Harvey County District Judge Joe Dickinson gave Dale the maximum sentence allowed by law. She could be out of prison in less than three years with good-time credit, Dickinson said.

Chad Carr will spend at least 17 years in prison for the murder of a North Newton toddler.

Harvey County District Judge Richard Walker said the sentencing laws of Kansas left him little discretion, as he followed a plea agreement that gave Carr the maximum penalties for second-degree murder, aggravated battery and child abuse. Carr pleaded guilty to those charges Nov. 3 in the March 2010 killing of 19-month-old Vincent Hill.

Walker handed down a sentence of nearly 20 years — 241 months — but recognized that Carr could earn three years’ good-time credit.

I feel the exact same way. Depravity! What is this world coming to? All these little innocents being abused and killed by their very own flesh and blood....3 years????????????????????????? I'm not sure I will EVER in this lifetime understand that!
