Irishman Joseph McColgan, 69 was spotted among families at a car boot sale in Plymouth, Devon
Evil McColgan was jailed for a record 238 years for repeatedly raping and beating his own children.

The man in question is Irish by birth, but I believe it was the British legal system that paroled him.

He appears to have been paroled from his Beast of Sligo 238-year stretch by Irish courts (from Dublin's Arbour Hill jail); he then apparently was charged with possession of child pornography after moving to England, to Devon, where he is currently "released early on licence" in Plymouth. One Beast, two separate court cases. Sunday Mail inexact on specifics but does not lack for blaring headlines.
