Love tote to downtown Portland apartment runs afoul of police
People see this dude pulling a pink suitcase on wheels to his apartment every night for months. They think he has a woman in there. Finally someone calls police.
Police arrive to investigate, find the woman then arrest her.

It turns out the woman had lived in the apartment with the man but had been evicted and told not to come back on the property. But the man was her boyfriend and she lived with him. When police arrived she was hiding in a closet.
Not kidnapping, it was trespassing.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
