Thanks Boondock, It certainly is a start. I've always thought a reward should be paid for the return of a person period and don't understand the safe part. If someone knows something but it won't be a safe return there is no incentive for them to come forward. Well, except for the ethics of it and then possible charges for withholding info if it can be proven. Hmmm
