Jeffrey Ryan Kelsay from Portland, OR, was last seen on May 9th, at about 3:30pm on Interstate 84 Eastbound at mile post 235.
He was apparently enroute to Baker City, OR. Mr. Kelsays father spoke to him at about 4:30pm and he told his father he ran out of gas and was walking along the interstate back towards Pendleton.
It is unknown if Mr. Kelsay made it into either Pendleton or LaGrande at this point.
Mr. Kelsay, 30 is 5'11", 175lbs., black hair and hazel eyes
