For those who are wondering about the mileage on Mike's new (used) vehicle he purchased in Florida, when he registered the vehicle he had to fill out a vehicle application form which requires the odometer reading of said vehicle. I am probably certain that LE has checked the mileage on that vehicle. If there have been little miles driven, he should have no worries.... If there has been alot of miles, then he has some splaining ta do...
 
This is not the civilian world. Kelli may have been training to be a medic but she was a soldier first. She would have duties as a soldier in addition to whatever else her job duties were. The military doesn't have what we term "meetings". They have musters, roll call, inspections, duty etc., which are all "official" functions at which your attendance or absence would be duly noted. The military commands you rather than asks.

I am not certain on this....In Colorado we only had to do a VIN on vehicles that were purchased from out of state. When I read this, it could be the same for Florida....I think he would not need a VIN, if purchased from someone in Florida who had a title in Florida...IMHO...

I used to do VIN Inspections as part of my duty.

Here in Florida you go to the dmv to register the car the clerk goes out and reads the vin number if you cant drive the car there u get a form and a LE officer goes to the house and reads the vin you have to tell them the mileage on the car also!

I left this morning and haven't even figured out what i missed.
Glad to see that that catch of her working Sunday stirred a lil new conversation.

A vehicle has to be titled every time it changes hands because that is the official record for who owns the car. Why would anyone buy a vehicle and leave the title in someone else's name? Could you possibly be thinking of the tag which different?

In some states, as long as the car is registered in state pre-purchase you have awhile post-sale in which to change the registration to your name. Essentially, the seller registers the car pre-sale for a "temporary new owner" registration and then the buyer has to trade that in within some set period of time. If the buyer bought the car just after the temporary registration was obtained, that period could be up to 3 months.

There would still be some evidence to back-track the purchaser's mileage from (based on whatever the mileage was at the time of pre-registration), but if the seller had been driving the car in the interim period, it would be sketchy and could come down to a he said/she said between the seller and buyer unless the mileage was specifically noted at the time of sale.

ETA: Unfortunately, I also wouldn't be shocked to find out that some states don't even note the mileage at the time of the temporary registration for the above reason and instead wait for the new owner to register it.
 
VOH I don't know if you saw my post in the last closed thread, but just in case you didn't, I am bringing it over for your consideration.

VOH, does anyone know the history of the actual building where Froggy's is located? Has the building ever been used as a restaurant or cafe of any kind, or a bar that served food, like burgers and fries. I know that Froggy's doesn't serve food out of the building now but I am asking about possible uses in the past.

Curious because VOH said that NH mowed the grass and did other chores around the building. Is it possible that there is an old grease trap or septic system located on the property that NH might have found? Also a few days ago some people were talking about the stench/smell that was supposedly coming from behind Froggy's, and other said that a body would not have decomposed that quickly, but we need to remember that she supposedly disappeared on Friday night/early Saturday morning but was not reported missing until Monday. By the time LE got the report about the stench/smell on Tuesday? or Wednesday?, her body would have begun to decompose and smell.


Also Kelli had an Apple I-phone so turning it off would not have disabled the cell tower pings or the GPS function, only a dead battery or the removal of the battery (which is very hard to do on an i-phone) would stop those functions.

I am also wondering if the pawn shops have been checked. Once the sim card is removed it could be bought and resold to some unsuspecting person thru a pawn shop, craig's list, e-bay or other means.The cell phone may only be identifiable by the serial numbers on the phone at this point. LE could get the serial number from the carrier. They should release the serial number information to the public so that people who had recently acquired a phone from someone other than a carrier, could check their phone to see if it was the one that is missing.

No, I am talking a VIN inspection. As long as the vehicle did not sit without a title or registration or the previous owner and car were not from another state. The title could be transferred without a Certified VIN Inspection. However, I cannot say what they did at Motor Vehicle. I would have to call them at times to get advice on a harder Vin or if a color was off...Say the title stated that the car was BLU but it was BRO, I would have to put the true color. Hence causing confusion. Also we had to verify the Vin in two locations, usually up on dash and inside door. But if one was unreadable usually due to dirt and not being able to get my hand in to scrape it off, then I would have to find it on the motor....The motor, inner door and dash all have the VIN on it, or they should.

We kind of got off subject because it is not the VIN number that is important here but the possible mileage on the vehicle (for those of you that suspect MB). In Georgia the mileage is recorded when a vehicle is bought/sold (requiring a title change) or gets a safety inspection every year in certain counties. I know that you have to get a new tag for it in Georgia because it does not change hands in a sale (the tag must be removed and kept by the seller until turned into the DMV). I believe that another poster has already stated the laws for Florida governing mileage records.
 
I have to go run get dressed to go out tonight but I just wanted to send out a message to anyone that is helping in the search for Kelli or her belongings (in case they read here). Kelli's phone has a black face and black back with only a small silver rim around the outside. It will be very hard to spot on the ground, especially with all the leaves! Look thoroughly and be safe!! Till later gang!

I had not seen that the pings from the phone were AFTER her disappearance. Additionally, it says they were from a wooded area. (not necessarily the bar)
 
I know work does not call husbands when ya dont show up they call you and they call your home.

IM thinking she missed work sunday because they wouldnt show up at her door monday if she was only a few hrs late she must have missed the day before also for them to se sooo concerned to go to her apt.

Oh yes they would. My husband has had to go to many houses when a soldier did not show and did not answer the phone. And they will call the spouse because they have rosters for the unit with soldiers name and spouses name and phone numbers and addresses. Usually used for FRGs. So when you don't show up for 6am P.T. they notice. Then they start calling you and wait until 9 am to see if you show then they call you more and ask other soldiers. Then they go to your house. Then call the spouse.

So they absolutley would.
 
Since Kelli's mom and husband were in Tennessee I wonder if they are headed home to Florida. Does anyone know if the brother or sister are remaining in N.C., or if they are headed back to their home states too?

I know Olivia is not currently in NC. Not sure about Mark or Kelli's uncle.
