To the best of my knowledge an "official" profile has not been released, but FDLE did help in assessing the killer earlier in the investigation...
Here's what's been reported:
Probably in a dysfunctional relationship with a woman.
Has little control over the relationship, which may be the catalyst for his attacks.
Victims were chosen at random.
Victims are a substitute for a close female interest.
Most likely clean-cut man who is employed.
Articulate and well-groomed.
May seem "normal."
Good social and verbal skills.
May also have a volatile temper.
Average guy from an average neighborhood
The killer is said to seek out "substitute victims" in order to relive his rage. He seeks out women from whom he can easily gain confidence. These are women from "high-risk" lifestyles. The murderer made no apparent attempt to hide the bodies, suggesting that he did not plan the disposal of his victim, opting instead to leave them in the area of his attacks.

17 arrested in prostitution sting
The sting, which was conducted late last week, netted nine women and eight men...
Chief Chitwood said the stings are part of an effort to clean up an area along Ridgewood Avenue.
"If you haven't learned your lesson yet, we have zero tolerance for prostitution in the City of Daytona Beach," said Chitwood. "You never know… that hooker you think you're picking up could be an undercover police officer."

I did some research. Maxwell was incarcerated at the Marion Work Camp, also known as the Marion Correctional Facility. Prisoners there receive furloughs. As far as I can tell, they are usually 8-hour furloughs. It is a two-hour drive to Daytona Beach from the work camp. I doubt Maxwell had his own vehicle. So someone would have needed to give him a ride. This makes it tough for him to have committed murders while on a furlough. If they sometimes give furloughs of 24 hours or more, that would change things. I wonder if there is an accessible record. Perhaps it would require an FOIA request.

Doh. I completely forgot about reading today that Maxwell's DNA is not a match for the SK. Which brings up a question. Do they get to swab every guy who is arrested for soliciting?

PORT ORANGE -- "Family members of a woman who disappeared from Holly Hill in 2011 say she may be the person whose remains were unearthed from the backyard of a Port Orange rape suspect.
An uncle of Chastity Starr -- a prostitute who was 27 when she was reported missing Jan. 15, 2011 -- said that investigators have been in touch with the family and told them the remains found are those of a small adult.
Port Orange police, since Monday, have been digging in the backyard of 180 Brandy Hills Drive. James Maxwell, 44, lived in the house and is awaiting trial in the rape of a 9-year-old girl who lived on his street."...
"We're not going to say who it is, but we have a good idea who it is," Monahan said at the scene. "This is a homicide investigation and James Maxwell is a suspect in that homicide."
Starr's is one of at least six cases of women with records of prostitution whose killers have not been caught.
Police in Daytona Beach believe the same person likely killed four prostitutes between 2005 and 2009.
Daytona Beach police Chief Mike Chitwood said today that Maxwell's DNA has been on file since 2000 and that it does not match DNA found on the bodies of prostitutes killed there.
Ormond Beach detectives were at the Port Orange scene on Tuesday but declined to say why.
The remains of Pamela Will, 48, were found in a ditch near Ormond Beach's airport in January 2011 and detectives in that city have been working the case. Will's last known location was Sept. 8, 2010, at the Red Carpet Inn at 1855 S. Ridgewood Ave. in South Daytona, where police said she was asked to leave for lack of payment."

I believe we're only allowed to copy about 10 percent of a story. I think Websleuths runs into copyright issues if you use more than that. But it's okay to paraphrase and use a few exact quotes, etc.

I am cross-posting this on the "FL More than one active serial killer in Florida?" thread because I believe it applies to both. For anyone who does not know who Gerald Stano was, there is a thread in the 'Serial Killers' section about him. My mother knew him personally and has long believed/suspected that a close friend (his name is unknown so far; My mother cannot remember his name and did not know him well) of his was an accomplice in some of the murders Stano was charged with. "Gerald" or whom ever was known to target prostitutes, hitchhikers, runaways and younger women. Today his accomplice would be a white male roughly around 60 -61 years of age and quite possibly living in the same area, specifically around Daytona Beach. I think it is worth the effort for law enforcement to attempt to identify this friend (or re-investigate his current situation, if they know who he is) of Stano's. Perhaps they will find some answers in doing so.
As a side note, I am trying to get an update from a relative of Chasity Starr to see if she knows what is going on with this situation. Praying for Chasity's family during this difficult time.

Task force created to investigate murder cases in Orange, Osceola

Detectives from a dozen police departments in Orange and Osceola counties will join in a task force to investigate homicide cases....
"The murderers who think they've gotten away with it should be relatively frightened," said Orange-Osceola State Attorney Lawson Lamar, who helped organize the task force with the goal of bringing together less-experienced officers with seasoned detectives to investigate homicides.
Investigators from the Apopka, Belle Isle, Edgewood, Kissimmee, Maitland, Oakland, Ocoee, Orlando, St. Cloud, Windermere, Winter Garden and Winter Park police departments will be members of the task force. The State Attorney's Office and the Florida Department of Law Enforcement are also participating.

Suspected Port Orange rapist now linked to 2 murders
The body of 27-year-old Chastity Starr was found buried in the back yard of suspected rapist James Lee Maxwell in Port Orange.
He is now linked to her death as well as that of Pamela Will, who was missing since September 2010.
"Our records have revealed that Chastity Starr was killed on or about Jan. 15, 2011. He then buried Chastity's body in the back yard of his residence," said Port Orange Police Chief, Gerald Monahan.

Police to investigate Port Orange suspect in unsolved killings

While the DNA of murder suspect James Lee Maxwell does not match the evidence left behind inside the bodies of two Daytona Beach women killed years ago, Police Chief Mike Chitwood is not discounting the possibility that Maxwell could still be the city's serial killer.
"How do we know that two people were not involved in that (the serial murders)?" Chitwood said Monday. "One person could have left the DNA and the other person could have shot them.
