I think this CNN story is provocative regarding the issue of Elder Financial Abuse:

http://www.cnn.com/2010/HEALTH/10/27/elderly.abuse/index.html?hpt=T2

"(CNN) -- Some court-appointed guardians for incapacitated seniors are not screened before they're appointed, and many are not monitored by the courts after they've taken over the affairs of their charges, resulting in hundreds of allegations of abuse, a federal probe found.

In 20 cases studied by the office in which criminal or civil penalties resulted, investigators found that guardians stole at least $5.4 million in assets from 158 victims, the report said. In some instances, these same guardians abused or physically neglected the people they were supposed to help and protect."

What fascinated me about the report was the overwhelming finding in the test cases that the guardians credit was not run prior to the appointment. So instances of bankruptcy or debt which might tempt the appointed conservator/guardian to steal were not uncovered prior to the appointment.

Probate code section 16247 specifically allows Probate Referees to provide values in trust matters which are necessary for purposes of distribution, sale of assets, tax filings or general trust valuations. Using an independent Probate Referee for such matters helps relieve the Trustee of potential conflicts of interest or liability for errors. http://probatereferees.org/index.php

I would like to see the three grown daughters of Mr. Harrod put the same effort into finding out what happened to their father.

Perhaps they could contact the media, hold a vigil, or take polygraphs, if they have not already done so.

That would be great! Maybe they are working on those things but keeping things close to the vest.

A few people have asked me about the typos-the only alteration I made to the listing was to use initials where the parties names appeared. The typos belong to the clerk who entered the info, :)

Oh I think it is safe to say that this family is keeping many many things close to their vest. So to speak.

One thought just occurred to me-perhaps Bob's estate is so extensive, no one has time to focus on the mundane things like vigils, rewards and the like. We have at a minimum 6 adults, possibly 7 if you include AH's wife; I am not 100% on who is working and who is not...we know that Bob's wife has been pushing a media campaign from day 1 and I applaud her.

So perhaps it is a time management issue? I sure wish there was some momentum to find him, but as I stated earlier I have a feeling the tide is turning in this case and it is only a matter of time before something breaks.
