Williams was last seen leaving the New Lisbon State School, which is off of State Highway 72 in New Lisbon, NJ on April 7, 1975. He was accompanied by Steven Eugene Anderson, another student at the school. David did not have his medications with him.

The abduction by a stranger of more than one child at the same time is fairly rare. This case, however, occurred less than two weeks after the disappearance and aparent abduction of two children in Maryland - that of Sheila and Katherine Lyon. None of these children have ever been found.

Wow this is terrible I wonder where these mentally disabled boys could have gotten to. I hope they have been safe some place and have not been harmed. There are lots of lakes and rivers near by.
 
The fact that these two boys went missing at the same time makes this case more unique. Most missing persons cases involve only one person. Steven and David were last seen on 7 April 1975 - a Monday.

There was another double disappearance only 13 days earlier in Montgomery County, Maryland. The Lyon sisters, Sheila (age 12) and Katherine (age 10) went missing from Wheaton Plaza shopping mall around 2 or 3 PM on Tuesday, 25 March 1975. Their case is one of the featured cases in Websleuths.
 
The girls were probably kidnapped and the 2 boys probably wandered off together. There are lots of water ways around where the boys disappeared and that concerns me because I am sure neither one of them knew how to swim. It's even possible that they have been living on the streets all of this time too. I could actually see a street person taking them under their wing. If they did live on the streets it'd be easy for them to get lost and never be found.
 
Kinda sorta...But it makes for an interesting scenario I hadn't considered.

I think that was a great 28th birthday present the state gave him...A life-time stay in a federal residence :)
 
It has been 35 years since these two boys disappeared.

It would seem that they were probably abducted by someone with a vehicle who saw them walking in the vicinity of their school/residence. But no evidence has ever surfaced and the boys are still missing.

There were several other cases of missing children in Maryland and Pennsylvania around that same time frame.

While a double abuction is somewhat rare, there was such a double (aparent) abduction of two sisters only two weeks earlier in Wheaton Maryland (see featured case of the Lyon Sisters).

Could the two cases possibly be connected? Will there be any anniversary articles?

Steven was last seen leaving the New Lisbon Development Center off of state highway #72 in New Lisbon, NJ on April 7, 1975. He was possibly with a male companion. He does have a chipped front tooth and has pockmarks on his stomach. He is moderately handicapped and not capable of sustaining self.

He does have DNA on file in CODIS.

The victims were just over an hour away for Staten Island, NY and both of the victims match Rand’s victim type…more or less mentally/physically disabled (other then Holly Ann Hughes & Alice Pereira)

April 7th will mark the 37 year anniversary of the disappearance of Stevena and David.

Unfortunately, there seems to be very little information available about the boys, their families, or the circumstances surrounding their disappearance.

New Lisbon Developmental Center, founded in 1914, is home to 554 developmentally disabled men and women. NLDC was originally an offshoot of the Vineland State School and was called, variously, "Four Mile Colony" and the "Colony for Boys", and later "New Lisbon State School" before taking its present name (New Lisbon Developmental Center) in the early 90's.

It certainly might be possible that this character, Andre Rand (age 68 now), might have abducted the boys and possibly some other children who have gone missing over the years.

STATEN ISLAND, N.Y. -- At his sentencing seven years ago for abducting a Port Richmond girl two decades earlier, Andre Rand launched into a rambling, half-hour monologue in which he denied guilt, professed his love for older and lonely women and invited the female jurors to correspond with him.

Rand, a twice-convicted kidnapper, who is, perhaps, the borough's most notorious criminal, recently reached out again to borough women -- this time in bizarre, handwritten missives sent to the Advance.

Printed in a meticulous, draftsman-like hand on ruler-drawn lines, Rand, 67, wished a "Happy Mother's Day" to "all the ladies on Staten Island who supported 'prosecutorial vindictiveness' against an innocent person!"

"Should I become a millionaire, it would be my true nature to grant all of you with each, an envelope full of seeds, to plant and cultivate a rosebush (shrub) that produces roses every season, as a token of my heartfelt forgiveness (year after year), rather than bouquets of rosebuds which blossoms and shortly dies-out," wrote the drifter and one-time handyman.

At that point, Rand took a sharp, mystical turn...

... Rand said the 188-word letter is "my Mother's Day gift to the ladies there." ...

...Rand is serving consecutive 25-years-to-life sentences for two kidnapping convictions. He is not eligible for parole until 2037, when he'll be 93 years old.

In October 2004, the Manhattan native was found guilty in state Supreme Court, St. George, of abducting Holly Ann Hughes, 7, as she walked on a street in her Port Richmond neighborhood 23 years earlier. Her body was never found. There is no time limit in New York state for bringing first-degree kidnapping charges.

Previously, in 1988, Rand was convicted of abducting Westerleigh resident Jennifer Schweiger, 12, in July 1987. A month after her disappearance, the victim's body was discovered in a shallow grave on the grounds of the former Willowbrook State School, now the College of Staten Island. Rand had a makeshift campsite nearby. A Staten Island jury could not reach a verdict on a murder charge in that case.

Although never formally charged, Rand's name has surfaced in connection with several other disappearances back dating to 1972 on Staten Island, including two young girls.

The latest writings come almost 10 years after Rand last corresponded with the Advance.

In November 2001, the Manhattan native, while in prison, sent a series of letters to the newspaper dating to 1994....

... Sent while he was awaiting trial in the Holly Ann Hughes case, Rand cast himself as a "scapegoat victim" of a "corrupt" legal system. ...

Just of note, it says David was wearing a seizure helmet when he disappeared. That would definitely stand out if they were wandering around somewhere so I don't think they'd be living on the streets all this time; however, John doe no. 24 was found wandering the streets in 1945. I personally think they are deceased, unfortunately their conditions made them vulnerable to getting kidnapping by a predator or they may have gotten lost in the woods and succumbed to the elements.
 
Since they were in the school, could the parents had signed over rights for them? Also, would the helmet had any identifying marks or numbers on it? In case it was discovered we could match it.
