Wonder why she has a profile here but earlier it was restricted? Did she disappear a second time?

From readin the FB page (linked above) it looks like she has been located in Mexico and her father has spoken to her but she is 'declining to inform the State Dept of her address'? (You can find these posts on June 28th & 29th). Can a 15 year old child really choose to stay in a foreign country and her parents have no recourse?
