A young girl riding her bike near an elementary school in San Jose on Thursday morning may have been kidnapped by a man hiding in the bushes, police said.
But investigators are not entirely sure what happened. They say local schools have accounted for all their students and no one has filed a missing person report matching the girl's description.
A witness reported seeing a man jump out of the bushes and confront the middle school age girl, who appeared to not want to talk to him at first. Then she got in the van and they drove off.
The girl has not been reported missing.

I think that they cannot put out an Amber Alert w/o a license plate number for the car or some more information. It sounds like the witnesses did not report the license plate number, which seems a little fishy since if I saw something like this happen and was close enough, that would be the first thing I would look for.
