CT - Peter Carone murder, 1989
Almost 2 decades ago Peter Carone was shot and killed outside a bar after an argument. Adam Zachs was convicted of the murder in 1988 and sentenced to 60 yrs in prison. He and his family appealed.
Zachs was released on an appeal bond, and has never been found since. He has not served one day of his conviction.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
