Child Allegedly Raped on Greyhound Bus; Passengers Detained, Questioned

A 12-year-old girl traveling alone on a Greyhound bus was allegedly raped in the bus restroom while on a trip to visit her grandmother. The suspect, Lakeluis Swain, 23, of Alabama, says the sex was consensual and says the girl told him she was 19-years-old.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

Exactly what I was wondering, what were her parents thinking? My ex wanted me to send my daughter on a bus to visit him - 200 miles away. I absolutely refused. Greyhound should refuse to allow riders younger than 18 when not accompanied by an adult.
