73-year-old charged with sexual abuse of child
A 73-year-old man is in jail without bail after being accused of sexually assaulting a 7-year-old girl.
Investigators told WTVH in Syracuse that Bryan wasn't related to the child, but the two did know each other.
Bryan has a past criminal record. He's due back in court next week.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?
