Man, 27 found posing as 17 year old High School student

Pasco sheriff's deputies have arrested a 27-year-old illegal immigrant posing as a 17-year old student at J.W. Mitchell High School in Trinity.

Josue Oswaldo Ramirez-Mejia, 1820 Hacienda Way, Holiday, is from Guatemala. He told authorities he enrolled in school to get a good education. Preliminary information indicates that Ramirez-Mejia used forged documents to enroll at the beginning of the school year.

Police were alerted after his wallet was found on campus and documents indicating his true identity were discovered. He faces a charge of uttering a forged instrument.

Why is it that when a custodial parent fails to provide for a child it is called neglect and is a criminal matter. But when a non custodial parent fails to provide it is called failure to support and is a civil matter?

Uttering a forged instrument is the passing or making use of a forged writing or document with knowledge of its forged nature.

This would pertain to the birth certificate that he supplied to the school indicating that he was 17 not 27.
