So they aren't sure... but they think its him.
*******Since the article specifically mentions that the family has been asking for the public's help I was surprised that I could find no active news reports.
I did a google search and the police department website was the only one that came up, unfortunately the site is not working at the moment.
No listing at the National Center For Missing Adults. No listing could be found on any other public report/site.

Body Found Near Stevens Point Park Identified
AP) STEVENS POINT, Wis. Stevens Point Police say they've identified the body of a man found near Iverson Park over the weekend.
The man was 68-year-old Edward J. Kulas.
Police say Kulas had been missing for more than three months.
