Is there a website for updates in Chicago?The flyer states that he might be in Chicago.
He is 13 years old.

OMG, he's been missing since April! Why are we just hearing about this now? No 13 year old can SAFELY survive on their own. We need to be aware that we need to be watching for him. I hate this.

I don't remember seeing this before. I wonder how street smart this young boy is? Some boys at 13 are street smart enough to survive out there but that is all it would be is surviving. It is hard to say what they might get mixed up in or who they might get mixed up with.
I hope that this boy is safe somewhere. He's been gone an awful long time.

I have seen his poster around even here in Oregon but there is a surprising lack of information about this child. At 13 I know I still felt like a kid and I am surprised a child of that age is still out there-I hope he is okay.

Thanks to both of you for the posts.
There is no more info on Richard other than the flyer.There is nothing at all on the web with the news stations or newspapers.His mother has not spoken as far as I know.
How was it determained that he is a runaway?If he did threaten to run away at one time,it does not mean that he did.
How is it determained that he could be in Chicago?
Did he hitch a ride?Did he get picked up by the wrong person?
Did anyone speak to his friends?
I feel so sorry for this boy.
Like you said Gmommy,it is surprising that he is still missing.
Bobbisangel,you probably did not see this before because it has gone unanswered and fallen back on pages.

I wonder if he is a run away from a Foster Home....they would not be releasing much ifo if that were the case.
There is just no information to go on here.
I am within 50 or 60 miles of there and I have never heard of the case.

Alright, I need to research who the media affiliates are in Chicago and drop them an email about this. I have a son about to turn 12 and let me tell you I'd be jumping up and down to bring attention if he disappeared, and if I wasn't able to for whatever reason, I would want somebody else to do it for me. He's just a boy for crying out loud, not even a teenager!

Juliana,again I want you to know what an Angel you are for your help and concern.The only place on the web that I found anything at all about Richard was the lone flyer that I posted from the "National Center For Missing & Exploited Children".
No news articles or anything on Richard.The only news station search on the name Delgado in Chicago was this april 2005 news story;

Nothing said about Richard missing........

He could of run away.
Any kid could get a job in Chicago bussing tables, no questions asked.
Some even just pay cash...
Hope that's the case and he's alright...
